Strategic Evaluation Report Education for Ethnic Minorities Program: Cambodia

Since 2002, CARE1 has worked in partnership with the Royal Government of Cambodia through the Ministry of Education, Youth and Sport (MoEYS) and other stakeholders such as the United Nations International Children's Emergency Fund (UNICEF) to develop and implement a multi-lingual education (MLE) model within the Education for Ethnic Minorities (EEM) program. The total amount of funding contributed to this Program since 2002 is AUD17.5million by 24 donors, not including donations from the Australian public.
The MLE model aims to increase ethnolinguistic minority children’s access to, and the quality of, primary and secondary education. Ethnolinguistic minorities (hereafter referred to as ethnic minorities) are groups of people who share a culture and/or ethnicity and/or language that distinguishes them from other groups of people and are either fewer in terms of number or less prestigious in terms of power than the dominant groups in the state. In Cambodia, ethnic minority groups are generally located in the five highland provinces of north-eastern Cambodia – Kratie, Mondul Kiri, Preah Vihear, Ratanak Kiri, and Stung Treng. There are 20 ethnic minority spoken languages across these five provinces. Brao, Bunong, Kavet, Kreung and Tampeun2 are used as the L1 of the MLE program in the relevant provinces, with Jarai and Kuy in the process of being adopted (Ball and Smith, 2018).
CARE’s mother tongue MLE model using ethnic minority languages and Khmer was piloted in Ratanak Kiri beginning in 2003 after a year’s preparations and has been expanded to four additional north-eastern provinces (Mondul Kiri, Stung Treng, Kratie, and Preah Vihear) under the government’s Multilingual Education National Action Plan (MENAP 2015-2018). In recent years, CARE shifted from its original role as direct implementer to that of a technical advisor to the Royal Government of Cambodia. The program is unprecedented internationally as having gone from a successful community-based initiative run by community school management committees and using community-selected teachers, to being institutionalized as part of government policy for improving access to and quality of education for ethnic minority learners. Baseline of “Mujeres en Empresa” project

This Baseline Report of the Women in Business-Strengthening the Approach Project provides information on the initial values ​​of the project indicators within the entire results chain, at the level of result, effect, process and product. This project corresponds to a third implementation phase that runs from April 2020 to March 2022, after two previous stages and successive development. The purpose of this project is "To scale the business entrepreneurship models of women developed by the project, through investment and commitment from the public and private sectors", through an intervention in 34 districts located in three regions ( Piura, Junín and Huancavelica).
The baseline of the project was carried out between the months of August and November 2020 and provided relevant starting information for the project. A major scale challenge represents women entrepreneurs who in a proportion less than 20% apply business management practices in the 34 districts targeted by the project. This population has a high level of informality, low educational level, medium-high poverty level of deprivation and is located for the most part in urban areas.

Endline evaluation of WASH project in West Mosul, Iraq

This is an endline evaluation for the "Improving Sanitation, Hygiene, Renovation of Sewage Systems" project, funded by the Ministry of Foreign Affairs of the Czech Republic.
This project addressed critical needs for sanitation services in West Mosul, as a direct contribution to enable the affected populations to return home. The project aimed to repair two vital sanitation resources/infrastructure in West Mosul and to support the municipal authorities to build their capacity to eventually recover their costs, once the situation allows. Finally, the project intended to mobilize local communities towards greater ownership for their local environment, to avoid the recurrence of such sanitation risks and maintain a cleaner, more habitable environment. In addition to mitigate a number of health risks related to poor sanitation in urban areas, CARE’s engagement aimed to promote social cohesion and community participation among vulnerable populations affected by the conflict.
The End-line project Evaluation is intended to assess the relevance, performance, management arrangements and success of the project. It looks at signs of potential impact of project activities on men,
women, girls and boys identified as vulnerable and the sustainability of results, including the contribution to capacity development. The impact of price hikes of essential food commodities on the poor and extreme poor in Bangladesh

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO) III Plus is a two-year program (2022-2024) funded by the United States Agency for International Develoment (USAID). The program aims to deliver improved gender-equitable food and nutrition security and resilience for 168,521 Poor and Extreme Poor (PEP) households in northern Bangladesh’s char and haor regions. Building on the successes of the predecessor program, SHOUHARDO III Plus works with participants to pursue diversified sources of income, support inclusive and sustainable agricultural-led growth, enhance access to markets, especially for women and girls, and improve access to financial services for PEP participants. The program also promotes increased consumption of nutritious foods and micro-nutrients for children under five, pregnant and lactating women, and adolescent girls. The program continuously engages and links the program facilitated Local Service Providers (LSP) with the public and private sectors to achieve its aim. A Win-Win for Gender, Agriculture and Nutrition

The project “A Win-Win for Gender, Agriculture and Nutrition: Testing a Gender- Transformative Approach from Asia in Africa” is a four-year research program, implemented in six communes in the provinces of Kirundo and Gitega in Burundi, to test an innovative, gender-transformative approach for the agriculture sector that starts with developing critical consciousness and challenging discriminatory beliefs and social norms through a model of reflection, community dialogue and collective action. CARE and partners are testing how this approach improves gender equality and how a focus on power relations and consciousness-raising may also yield sustainable effects on food security, nutrition and economic well-being. The project is testing two key approaches (1) a gender-transformative model (the “EKATA”- Empowerment through Knowledge And Transformative Action- model) for gender equality and (2) a typical gender-mainstreamed approach in the agriculture sector (“Gender-Light” model), in which basic gender activities are integrated into a program that has a principal focus and measures of success on women’s economic empowerment through agriculture and micro-enterprise development. Gender Sensitive Climate Vulnerability and Capacity Assessment for Harande Development Food Assistance Program

The Human Capital, Accountability and Resilience program for the Promotion of Nutrition Security, Livelihoods and Accountability, or Harandé, is designed to promote resilience of participants through coordinated interventions to improve food and nutrition security, while strengthening the capacity
of the population at the household and community level to respond and deal with a myriad of shocks and stress factors. Recognizing climate change, gender inequality along with the vulnerability of some sections of the community as an obstacle underlying food and nutrition insecurity, and a key stressor towards instability and insecurity, a holistic understanding of gender sensitive‐climate vulnerability and adaptive capacities of target communities is an imperative step for the success of program interventions. LIVELIHOOD RAPID MARKET ASSESSMENT REPORT Ninawa Governorate

Gender-balanced implementation structures (including vetting committees comprised of local leaders, community representatives and local partner institutions) will be established and they will determine the criterion for identification of vulnerable vocational trainees. CARE will advertise the program in strategic locations, inviting beneficiaries to apply. Vocational training beneficiaries (including those carrying out agricultural production) will be identified through inclusive processes that rank applicants according to a vulnerability criterion. Selected beneficiaries are then provided vocational training, start-up kits and apprenticeships, based on the conducted market assessment.
Supporting micro-business enterprises: Applicants for business trainings will be shortlisted and identified by committees made up of community leaders/local partners, in a similar process to the selection of vocational trainees. Training materials will be developed and finalized. Beneficiaries will be trained in running a small business and gender and gender-based-violence awareness. Trainees that successfully complete the program will be supported in designing and applying for microbusiness pre-financing, which a gender inclusive committee will award to awardees.
Providing cash for work (CFW) on public works projects: CFW projects will be conducted over three-month periods, engaging 300 workers in each of the two project sites of Rabia and Zummar. The CFW projects will be described to and prioritized with relevant stakeholders there, which include local community leaders, community and religious leaders and lowest government administrative structures involved in selecting CFW public works projects and understand community needs.

Aung Myin Hmu Project (Industry Solutions for Safe Employment)

Despite the benefits of migration for rural households, the process is difficult for migrating family members. One of the main drivers of trafficking is the need for women to travel to look for better employment opportunities, making them vulnerable to unscrupulous brokers. Enhancing job opportunities for women and improving access to educational and vocational facilities are key to combating trafficking and creating a successful migration. The Aung Myin Hmu journey began in 2017 with a recognition that female migrant workers were not receiving the skills necessary to produce quality work and improve their earnings, due to a lack of quality driven training provision for the industry. Once in-factory, reports from CARE International showed that 1 in 2 women workers in garment factories in South-East Asia have experienced some form of sexual harassment.
Aung Myin Hmu (AMH) a project of CARE International in Myanmar, worked in partnership with Legal Clinic Myanmar and Business Kind Myanmar (BKM) and in collaboration with the Ministry of Labour, Immigration and Population (MoLIP) to improve the quality and safety of employment for urban migrant women. AMH established a Garment Skills Training Centre (TC), supported the establishment of accredited training lines in factories and trained factories in policy for safe and respectful workplaces (prevention of sexual harassment) in garment factories facilitated essential legal and social support to female garment workers. Working with private sector, legal, social and service providers to improve workplace and community protection systems against Gender Based Violence (GBV), AMH ensured that migrant women were able to have easy access to appropriate services.
The project period saw the growth of the industry from around 400,000 workers in 2017 to 700,000 at the start of 2020. COVID 19 had a huge impact on the industry with a 25% of workers losing their jobs or being furloughed, and then in February the military coup impacted the industry further as Brands were uncertain, they would continue working in Myanmar and factories lost orders.
AMH’s two-month courses were designed to train modern sewing methodology on semi-automatic machines, labour law and rights at work though the International Labour Organisation’s (ILO) Better Rights at Work Programme (BRAW) and basic skills, including communication, problem-solving skills, nutrition and personal finance management. Sexual harassment (SH) and environmental awareness training completed the curriculum. Factories have told us that AMH workers are more systematic, progress faster, can use many machines and change styles more easily.
The project promoted the residence of workers as AMH trainees had a higher rate of productivity and earned higher salaries than informally trained workers, enabling them to support their families and make healthier food choices. Trainees gave feedback that the training enabled them to be more discerning in their choice of factory, choosing those with better working conditions and which product they preferred.
A higher productivity rate also increased the factories’ profits and resilience to shocks though it is noted that those factories who placed value in training, were also likely to be those who placed value in workers and therefore could achieve a higher productivity.
During the project period, 5428 trainees graduated from AMH training centres, AMH supported government venue and factory training line of AMH partner garment factories. More than 1400 garment workers graduated from AMH garment training centre.
AMH continued to advocate for the approval of 11 drafted National Occupational Competency Standards (NOCS). Significant challenges, including political sensitivities among stakeholders about the inclusion of industrial relations content contributed to the delays in approval. However, AMH delivered the highest number of test candidates out of all assessment centres in Myanmar and made a major contribution to the overall testing numbers, convincing factories of the relevance of NOCS for the garment sector.

Gender and Power Analysis Report: Disaster Ready Project, Timor-Leste 2018

Timor-Leste is subject to a range of disaster events, including rapid onset high winds, landslides, flash floods and minor earthquakes, which tend to happen frequently but have a limited humanitarian impact. Higher risk natural disasters include slow onset events such as prolonged rains or droughts, which are particularly severe in La Niña/El Niño years, increasingly affecting communities throughout Timor-Leste. These emergencies are likely to increase in frequency and/ or severity in coming years as a result of climate change. With approximately seventy percent (70%) of the population living in rural areas, reliant on subsistence agriculture and with poor access to infrastructure, services and markets, communities are highly vulnerable to disasters. The high prevalence of malnutrition and inadequate water and sanitation pose additional challenges and impact on communities’ ability to prepare for natural disaster and adapt to the changing environment.

The primary goal of the Gender and Power Analysis is to gain a broader understanding of gender and power dynamics that will affect the success of the Disaster READY project. The objectives of the analysis are to:

- understand how gender and social norms and beliefs influence women and men's ability to prepare and respond to disasters;
- identify gender inequalities and harmful social and cultural norms that affect women and men's ability to prepare and respond to disasters;
- identify positive trends, factors and role models that can be used to promote and drive transformation of harmful gender norms and practices;
- identify actions that Disaster READY can implement to promote equality in women and men's ability to prepare and respond to disasters;
- apply the analysis to strengthen existing activities and ensure that they are not gender blind.

Disaster READY is a 4.5 year, $42.5m Australian Government funded program to help Timor-Leste and Pacific Island communities prepare for and build resilience to disasters.

Implemented by Australian NGOS with their local partners, Disaster READY has a specific focus on strengthening the ability of local communities and organisations in the Indo Pacific region, with an initial focus in Fiji, Solomon Islands, Vanuatu, PNG and Timor-Leste.

BECOMES Midterm Review Report

At the mid-point of BECOMES there is evidence the project has enhanced the capacity of smallholder cocoa farmers, strengthened collective farming practices and made a solid start on building the capacity of community coops and business groups. BECOMES’ successful Model Farming Families (MFF) strategy and Farmer Business Management Training (FBMT) have enhanced the capacity of local farmers to contribute to improved cocoa farming practices and increased gender equity within smallholder households. Changes towards more gender equitable social practices in individuals and groups, entrepreneurial capacity building and improved access to value chain opportunities have led to greater involvement of women and young farmers in cocoa production and more equity in the economic benefits.
