PCTFI Baseline Study Report 2015

PCTFI baseline study explored the existing barriers and opportunities for increased girls` participation, leadership and continuation of girls` education. It also investigated the existing and possible roles and responsibilities of different stakeholders who are important to improve the situation. Baseline data has been categorized under 27 key queries which have been summarized here into three parts; barriers and opportunities of girls` participation, underneath reasons behind not transforming into secondary education, an exploration of social and gender norms among the parents, SMCs, teachers and boys. It has also examined the attendance, dropout, promotion and progression rate of the students to explore the present scenario of girls` education both in primary education and transition to secondary level. According the PCTFI baseline study most of the girl students informed that they do not have adequate opportunities to participate in the school activities. Baseline data also shows very low participation of the girls in the extracurricular activities in school and lack of social environment for girls. Lack of encouraging environment and poor leadership capacity are pushing back the girls’ from school. Data shows the average score regarding participation and leadership is 1.7 out of 4 which depicts low participation and leadership of the girl students. In addition, a conducive environment at home to study is one of the hindrances that the study revealed. Distance from home and shortage of secondary school in the community is another significant barrier for the continuation of girl education. During the baseline study (2015) most of the parents and SMC members informed that while primary school is available almost in every village, secondary school is far from home. It has been also noted that the unsafe way to school aggravated by long distance from home thus parents are not interested to send their daughters to the secondary school. Baseline data also shows high score among boys and girls including parents regarding aspiration for higher study however, school data shows low attendance of both boys and girls especially of the fourth and fifth graders. Having 22.33 school days girls and boys attended an average of 14 and 11 days respectively which indicates lack of enthusiasm of the parents regarding their children`s education. On the other hands, Government’s limitation in attracting good teaching staffs, there is an evident inadequacy in the teaching capacities in general as well as specific to incorporating gender parity in teaching methods. Social norms continue to socialize teachers who are yet to believe in the concept of girls’ emancipation and leadership. Most of the girls do not enjoy fearless environment and usually hesitate to speak out in front of teacher. Udaan II Nepal Final Evaluation

Udaan II “Catching the Missed Opportunity”, funded by the OPEC Fund for International Development, was one of the most important initiatives under the LEAD program of CARE Nepal. The LEAD program envisions education and economic prosperity as an instrument to women and girls’ empowerment, through transforming harmful social norms, building life skills and advocating related policy reforms. Under the LEAD Program, the Udaan initiative provided an intensive, 11-month high-quality condensed curriculum for adolescent girls (Dalit, Muslim and other marginalized groups) aged 9-14 of Kapilvastu District, who were unable to either start or complete primary school. The program also helped them to get enrolled in community schools, named “mother school”, where Udaan graduates continued their higher study. Working together with nine formal mother schools of Krishannagar and Maharajgunj Municipalities of the Kapilvastu district, as well as with the girls and their parents, the Udaan II project focused on addressing the economic factors affecting girls’ families, and the harmful social norms acting as barriers to girls’ education. This helped to create an enabling and safe learning environment for girls, and provided opportunities for livelihood and vocational skill development. Gender Norms Study: Women-led Micro and Small Businesses – Peru

Social Norms are the rules that govern behavior. Gender norms are social norms defining acceptable and appropriate actions for women and men in a given group or society. They are embedded in formal and informal institutions, nested in the mind, and produced and reproduced through social interaction. They play a role in shaping women and men’s (often unequal) access to resources and freedoms, thus affecting their voice, power, and sense of self. Addressing Root Causes Project in South Sudan

The Addressing Root Causes (ARC) project that started in September 2016, aims at tackling the root causes of armed conflict, instability and irregular migration in South Sudan by increasing community resilience to conflict-related and economically-induced shocks in 19 payams in Jonglei state in the counties of Pibor, Twic East, Duk and Bor. The project has distinguished three outcomes areas: Economic Resilience, Peaceful Conflict Resolution and Social Cohesion which are expected to be mutually reinforcing and when all are combined and stregthened together, the beneficial effects will contribute to more resilience and a culture of peace.
This mid-term review was conducted to assess the progress of project implementation since September 2016, and document best practices and lessons learned to inform key stakeholders on future activity design, programming, and implementation. Primary data was collected using household survey, key Informant Interviews and Focus Group Discussions with the targeted communities. Combined with the FGD, a Social Norm Analysis Plot (SNAP) framework was applied as it was considered best suited to measure changes in social (gender) norms.
Key findings from review indicate access to loans and training of VSLA groups is empowering women and youth in the targeted communities to engage in IGAs and micro-enterprises, thereby broadening their livelihood and resilience options and creating market linkages with traders across different ethnic communities. Further, more women and youth reported being confident to participate in economic opportunities and possess relevant tools and skills; and the role of women and youth is being appreciated in contributing to meeting household needs, thereby reflecting the conflict and gender transformation in the targeted communities. It should however be noted that more VSLAs have been formed and are engaged in IGAs and micro-enterprises in Duk and Twic East compared to Bor and Pibor.
Also, peace committees are appreciated and recognized by the targeted communities for facilitating and using peaceful mechanisms to mitigate and resolve intra and – inter community conflict and reconcile past grievances. Siaya Maternal and Child Nutrition Nawiri Project

The Siaya Maternal and Child Nutrition Nawiri Project was a 36-months intervention on maternal and child nutrition. The project was executed in partnership with CARE (the coordinator), Family Health Options Kenya (FHOK) and the Kisumu Medical and Education Trust (KMET) in Siaya County with funding support from the European Commission (EC), the Austrian Development Agency (ADA) and CARE. The overall objective of the project was to contribute to improving maternal, infant and young child nutrition (MIYCN), including nutrition of women of reproductive age, in Siaya County.

The specific objectives of the end-term evaluation of the Nawiri Project were to: (1) assess against the project goal, objectives and expected results based on the indicators of the project log-frame; (2) assess the project objectives and proposed outcomes by measuring performance against each indicator under each result area and analyze key determinants that were positively or negatively critical for obtaining these results; (3) assess the efficiency of the process of achieving results. Under this objective, the evaluation would determine the contribution of the adopted gender equality Social Analysis and Action (SAA) Model and rights based approach project, community score card strategy for social accountability, advocacy strategies for political commitment, role of mother to mother support groups, male champion curriculum and training, role of MIYCN Trainer of Trainers (ToTs), impact of community outreaches, food demonstration sessions, public participation by CHVs during budget development process towards achieved results; (4) evaluate the efficiency of the organizational set‐up for the project (partnership arrangement) and systems used in the delivery of the project and to what extent these contributed to or inhibited the delivery of the project outcomes; (5) assess how gender aspects have been considered and included in the implementation (with specific focus on gender mainstreaming, setting of gender equality goals), inter alia, how women had participated or were represented meaningfully in decision-making and feedback; (6) assess the level of sustainability (financial, institutional and social) of the individual project components, and identify critical areas that may affect sustainability; and (7) provide recommendations on future project design including how to ensure effectiveness of log frames. C-Change Endline Report: FP/HIV Integration through SBCC in Zambia

Between November 2009 and June 2011, the Academy for Educational Development (AED)1 partnered with CARE Zambia through the Communication for Social Change (C-Change) initiative to implement a project designed to explore the effects of social and behavior change communication on family planning uptake. The project aimed to increase family planning utilization and as well as address the underlying social norms that influence uptake of family planning services. The project had a particular goal of exploring the effect of these interventions on uptake of family planning among HIV-positive individuals.

The project was implemented in the Mwase Zonal Rural Health Center (Mwase RHC) catchment area in Lundazi District, Eastern Province, Zambia. Study participants included HIV-positive and HIV-negative men and women of reproductive age (18-50). The COVID-19 pandemic is not just a healthcare crisis but is having far-reaching impacts on the economy and the social fabric of countries. Australia is no different. While the proportion of COVID-19 cases in males and females is roughly equal, various groups are impacted differently. Women and people with disabilities and Aboriginal and Torres Strait Islander women who have poorer health outcomes are at a higher risk of infection. Barriers in accessing information and medical and other health services exacerbate this higher risk. Women make up almost 80 per cent of the health and social assistance industry, and this means more women than men will be on the frontline of the response to COVID-19, putting them at higher risk of exposure.
The COVID-19 pandemic has significantly impacted the Australian economy, with the Australian Government estimating one million people could be made unemployed. The impact on the economy is compounded by the destruction of local businesses and homes during the recent bushfire season. Four-fifths of employed Australians (80 per cent) work in industries providing services, such as health care, education, and retail. These sectors are the hardest hit by the economic impacts of COVID-19. Many part-time and casual workers, of which women comprise the majority, are most likely to be laid off or given shorter hours during the crisis and post-crisis. Unpaid caring labour falls more heavily on women because of the existing structure of the workforce and gendered social norms.
