Understanding the Impact of Addressing Root Causes of Child Marriage

Since 2013, the Tipping Point Initiative has been building evidence of what works to address child, early and forced marriage (CEFM). Working for impact in Papua New Guinea: CARE International’s portfolio review

This review focuses on CARE International’s program portfolio in Papua New Guinea (PNG) over the past five years (2013-2018). CARE’s goal in PNG is to achieve significant, positive and lasting impact on poverty and social injustice in remote, marginalised rural areas through the empowerment of women and their communities and through effective partnerships. CARE has worked in PNG since 1989 and now has offices in Goroka in Eastern Highlands Province, Mt Hagen in Western Highlands Province, Buka in the Autonomous Region of Bougainville (ARB) and an office in Port Moresby.

Over the past five years, CARE’s program in PNG has worked in multiple areas: sexual, reproductive and maternal health, community health promotion, awareness and behaviour change; inclusive governance; women’s economic empowerment; climate change adaptation and disaster risk reduction; and emergency response. These programs have been implemented in PNG’s particularly challenging operating environment.

Two underlying elements in CARE’s programs in PNG have been an emphasis on promoting gender equality and supporting inclusive governance. This review thus focused closely on CARE’s gender and governance approaches: what impacts were seen, what lessons learned, and what promising approaches are emerging to inform better programming by CARE and other players. Midterm Performance Evaluation of the Bangladesh NGO Health Service Delivery Project (NHSDP)

This 159-page midterm performance evaluation of the Bangladesh Non-governmental Organizations (NGO) Health Service Delivery Project (NHSDP) examines the project’s progress toward meeting its goal and objectives. NHSDP is the United States Agency for International Development (USAID)/Bangladesh’s largest health initiative; this flagship project is the latest in a series of programs going back to at least 1998 that have sought to improve the ability of local NGOs to provide basic health services to the poor. NHSDP was designed in 2012, when USAID was implementing significant procurement reforms and emphasizing the need to work more directly with local organizations. In 2013, USAID received gift funds from the United Kingdom’s Department for International Development (DFID) to co-fund NHSDP, which expanded the scope considerably. The DFID supplementary fund has supported the current NHSDP activities and strengthened its focus on family planning (FP) and maternal health outcomes, with a specific focus on improved service delivery for the urban poor. Final Evaluation Partnership for Learning

The Partnership for Learning (P4L) project is funded by Educate a Child (EAC) P4L whose goal is to return 6 million out-of-school children to school all around the world. P4L has been implemented by CARE Haiti since November 2013 in partnership with several institutions that provided leverage funding such as the Haitian Ministry of Education and Vocational Training (MENFP), Inter-American Development Bank (IDB), United Methodist Committee on Relief (UMCOR), TOMS, LIV Livres Solidaires, LIDE, GAP Inc and other local and international institutions. P4L is implemented in the departments of Ouest, Grand’Anse, Centre and Artibonite.

At the end of the project, 53,059 girls and boys had been enrolled by the project in 465 partner schools. The enrollment rate of formerly out of school children age 5-17 supported by the project (parent survey data) is estimated as 95.4% in school year 2017-2018, compared to 92.0% among the children age 5-17 from randomly sampled households. There was a statistically significant difference (chi-squared = 14.399, df=3, p<0.01) in the enrolment rate per department, with the department of Centre having the lowest rate of children 5-17 years in school (93.0%) and Grand’Anse with the highest at 97.7%. Impact Study for the Forest Resources Sector Transparency Programme

CARE International in Uganda has been supporting the implementation of Forest Resources Sector Transparency (FOREST) Programme at National level and in districts of the Albertine Region since 2013. The goal is: “civil society has increased transparency, accountability and responsiveness in forest governance for the benefit of poor Ugandan citizens”. The programme was mainly implemented through six partners and other key stakeholders who are CSOs, the Media, Local Governments, NFA and Ministry of Water and Environment.

This report documents findings from the impact study commissioned by CARE in 2017 to identify and document significant impacts, approaches employed and lessons learned as a result of implementing the FOREST programme as part of CARE’s learning agenda, in order to inform on-going and similar or related interventions in the future.” [50 pages]

Mid-term Review/Evaluation REPORT – Support to Development of Agricultural Cooperatives

The project Support to Development of Agricultural Cooperatives is funded by the European Union and implemented by CARE and Macedonian Enterprise Development Foundation (MEDF). The project started in December 2017 and will run until February 2021.

As overall goal, the proposed Action aims at contributing to higher productivity and competitiveness of agriculture sector, as one of the most important sectors of the Macedonian economy. In order to improve the current situation, predominantly in the segment of agricultural production of individual farmers, the project intends to utilize recommendations of the latest assessments of the efficiency of domestic agriculture and work on the specific objective: to increase market competitiveness and cooperation among farmers in Macedonia, through creating favorable conditions for the development of the existing and creation of new agricultural cooperatives.

As agreed by the project team and described in the ToR, the mid-term review/evaluation was conducted in November and December 2019 by CARE Balkans Gender Programme Coordinator for the first 21 month of the project implementation with an aim to provide an answer on what has proved to be successful so far, what should be addressed and improved until the end of the project and which segments in particular have the highest sustainability potential. STEP-UP TO EMPOWER WOMEN & END VIOLENCE (SEEV) PROJECT IN SOUTH KORDOFAN STATE

Step-Up to Empower Women & End Violence (SEEV) Project in South Kordofan State Sudan was funded by the Dutch Ministry of Foreign Affairs. The project was developed and planned to be implemented during the period December 2019 – to March 2021 and later extended to June, 2021 (including the 3-month non –cost extension).

SEEV directly contributes to the achievement of Sustainable Development Goals “Reduced Inequalities” no. 10, “Decent work and Economic growth” no. 8, “Zero Hunger”, no 2, and Peace, “Justice and Strong Institutions” no.16. It is in line with the principles of UN Security Council Resolution 1325. Furthermore, the project is in line with the priorities of the Dutch Ministry of Foreign Affairs as outlined in their Policy Document on Foreign Trade and Development Cooperation; reducing poverty social inequality, preventing conflict and instability, promoting sustainable and inclusive growth and climate action.
The Final Evaluation of SEEV project was undertaken during the period 15 August 2021 – 30 September, 2021). The primary aim of SEEV project was to provide the project stakeholders with information about the performance of the project in relation to its stated objectives.
