Worker Wellbeing Project in Bangladesh, Indonesia and Vietnam Endline Evaluation

This endline evaluation was conducted to assess change and impact resulting from the Worker Wellbeing Project in Bangladesh, Indonesia and Vietnam. It was carried out independently by Rapid Asia to conduct an endline evaluation of the Worker Well-Being Project to provide a final report to the donor, capture details on impact and analyse lessons learned to be applied to future programming. The purpose of the Worker Wellbeing Project is to improve wellbeing for garment workers through access to dignified working conditions, legal and social protections and gender-equitable relationships. Findings from the evaluation will also be used to learn from and develop the Dignified Work portfolio and promote women's economic justice worldwide.

This evaluation sought to identify the extent to which the project achieved meaningful change in women workers’ lives both at home, community and in the workplace through the activities in each country by identifying outcomes from project activities and outputs to understand linkages between those outcomes and the projects outputs.

Key Findings
The EKATA engagement model
The EKATA model proved to be highly successful in greatly enacting change for women garment workers in the factories and at home. Women workers consistently highlighted the usefulness of the training had on their daily lives. Through the training, the women learnt how to reclaim those voices and negotiate at work for better conditions.
Engagement with men
Recognising the crucial role that men play in delivering gender-transformative impac by engaging them as stakeholders proved to be successful. Men were found to be receptive in recognising gender as a social construct, which then formed the basis for understanding the value of women and why domestic responsibilities should be shared and that sexual harassment of women is unacceptable.
Duty bearers’ responsiveness
Garment factory management staff believed they could see not only the benefit of the project but also an improvement in the conditions of the women workers, which they recognised as having a positive impact on their business. Employers appeared to welcome women garment workers raising their concerns, mainly due to the workers' improved communication skills.
Outcomes and their relation to activities

Beneficiaries of EKATA training found the sessions on financial management, gender equality, labour rights, leadership and communication the most valuable and impactful in their daily lives. It was found however, that such training alone would not be enough to deliver true impact. Evidence demonstrated that establishing committees from where women can launch collective demands was a significant trigger to exercising women’s rights.
Project sustainability
There is great potential for women recognising labour violations and unfair practices, gender inequality, and the capacity to take action without a considerable reliance on outside support. Mawe Tatu II

Mawe Tatu is a Swahili concept that translates to three pebbles. This name was chosen to illustrate the physics of dropping three pebbles into a pond to represent interventions related to women, men and youth as main components of society. As the pebbles fall, they have the immediate effect of moving the water. Each pebble also creates ripples that propagate and interact with those of other pebbles, in space and time. It is a metaphor that expresses, respectively, the short- and medium-term effects of the project as well as the long-term impact that will result in synergistic effects of Mawe Tatu's interventions. Like Mawe Tatu I, the programme works with women and youth and men to improve the socio-economic status of women and youth and their powers to influence decisions at the household and community levels.
The overall objective of this evaluation is to measure the progress and results of the programme based on the Theory of Change, to draw lessons (lessons learned) for future programmes.
To achieve this, the evaluation team used the mixed methodological approach (quantitative and qualitative) to collect data from programme participants, key informants and Mawe Tatu II programme documentation. A range of techniques were associated with this approach including: the document review to understand the logic of the Programme, focus group discussions with the participants of the Programme in the 8 health zones of the evaluated programme (Rutshuru excluded because of the context of the war between the M23 and the FARDC), a household survey which facilitated reaching several households in 9 health zones as well as 2 health zones and two control health zones. In addition, semi-structured interviews with key informants were conducted enriched by direct observations to identify different attitudes related to the evaluation questions.
Overall, this evaluation indicates that the Mawe Tatu II programme has had significant successes in terms of its 3 trajectories linked to the first Outcome, related to access (and control) to capital, knowledge, skills and entrepreneurial mindset, and the commitment of men, and other successes at the level of its other two trajectories (market access and sexual and reproductive health) as we have also noticed in the database of harvested Outcomes shared with us in the Mawe Tatu II programme documentation at the beginning of this final evaluation.
Programme participants testify that thanks to the training and awareness-raising activities in the VSLAs to which they have joined, they have made savings through which they access capital to launch their small to large businesses. Some women and young members of the few VSLAs have accessed loans in some MFIs although for MFIs and banks in general, the services do not yet offer financial services adapted to women and young entrepreneurs who are members of VSLAs and remain indifferent to cooperate and carry out business with VSLAs because they continue to find them less reliable because they lack collateral to give to taking credit. At the same time, mistrust of formal financial institutions, caused by the failures that entrepreneurs have witnessed in the past, has also created a barrier, which was not fully addressed during the programme, in the effective use of services and products. Personal Advancement and Career Enhancement in the Community

Overall, P.A.C.E project has empowered all participating female migrant in terms of agency and created solidarity and platforms for them to speak out about their interests.
Firstly, the project has enhanced 412 female urban migrants’ personal agency through 280 training sessions on life-skills with three previous core P.A.C.E. modules – 1) communication; 2) problem solving and decision making; and 3) time and stress management and one new module on financial literacy to support women to save and manage their finances. This module also supports the implementation of two village savings and loans (VSLAs) in the target locations.
Secondly, the project has successfully established two VSLA groups in 2 locations and improved female urban migrants’ financial inclusion by increasing their access to savings and loans. While it took time for the targeted groups to build their trust within the group and with the model, hence, the process of forming VSLA group only happened near the end of the project; they have all acknowledged that VSLA is an effective tool for financial management.
Thirdly, the project has created useful platform and increased opportunities for female urban migrants’ to come together to discuss issues that collectively affect them and raise their voice, not only through the training sessions but also with the VSLA meeting, which will continue to be held monthly. Many participants who were not used to speak up have shown remarkable changes with their newly equipped skills. Impact Case Study and Documentation of the Tea, Herbs and Spices Farmer’s Situation and Experiences in the Phase I of Her Money, Her Life Project Implementation

CARE International's two-year Her Money, Her Life (HMHL) project (2021-2023), funded by Bloomberg Philanthropies, aims to empower and economically uplift women farmers in Tanzania's tea sub-sector. In collaboration with Kazi Yetu Limited and key industry partners, the project targets 150,000 individuals, including 30,000 tea smallholder farmers (80% women). HMHL project builds on CARE's Agri Fund model with aim of investing in women to increase independence and economic opportunities to boost quality, quantity and diversification in Tanzania’s tea sub-sector. The impact study, conducted by Solveris Consulting Limited in November 2023, assesses the project's outcomes across seven districts in four regions, offering valuable insights into its effectiveness.

The project fosters economic viability and tangible benefits for farmers, contributing to positive transformation in livelihoods. Kazi Yetu's project interventions, highlighted by the SSTC demonstration factory, bring substantial and lasting benefits to farmers. Premium prices for green leaf tea sales, employment opportunities, and transformative training initiatives have significantly increased income for women tea farmers. The project's emphasis on value addition, including a solar dryer in Bumbuli, enhances product quality and market opportunities. Diversification into tea, herbs and spices production and commissions from bulk orthodox tea sales further contribute to income streams. The project's impact extends nationally, shaping the tea strategy and promoting specialty tea. The success of SSTC has catalysed national interest, leading to scaling efforts and increased global recognition for Tanzanian tea, enhancing market opportunities. Effectiveness of Village Savings and Loan Associations (VSLAs) on Collective Investment: VSLAs demonstrate a significant 30% increase in women's involvement from 46% during baseline to 60% now, indicating successful interventions that contribute to economic resilience and social cohesion. Regional variations underscore localized impacts. Additionally, the study reveals that the majority of respondents (87%) comprising 89% females and 84% males reported their VSLAs engaging in collective investments using mobilised savings. This level of collective engagement in collective investments through VSLAs is approximately double the baseline figure (47%). The investments take various forms, including small businesses, transportation equipment, and livestock husbandry. Final Project Evaluation Northern Uplands – Promoting Climate Resilience

The Northern Uplands - Promoting Climate Resilience (NU-PCR) is implemented by CARE International in Lao PDR in partnership with the Comité de Coopération avec le Laos (CCL) and the Sustainable Agriculture and Environment Development Association (SAEDA). The project, funded by the European Union (EU), CARE Denmark, and OXFAM (OHK), is designed to improve the resilience of local ethic communities in Phongsaly to the impacts of climate change and to strengthen the capacity of government authorities and local ethnic communities. The objective of the project is to enable improved resilience of remote ethnic upland communities, in particular women, to the impact of climate variability and change, and contribute to the achievement of MDGs 1, 3, and 7. The purpose of the evaluation was to determine the project’s success in implementing activities and in attaining the project’s goals and expected results.

NU-PCR has implemented a wide variety of activities to increase the resilience of ethnic communities to climate change and climate variability. The project has been successful in achieving its objectives and expected results. Improvements in households’ resilience to climate change have been validated from results of the end-line study in comparison to baseline values. Project support for cardamom and tea production; intercropping galangal, pineapple, and fruit trees; piloting rattan, bee keeping, and soybeans; vegetable gardening; improved rice production; mushroom production; fishponds; and support to women’s savings and loans groups has resulted in reducing the impact of climatic hazards and improving villagers’ incomes.

LIVELIHOODS FOR RESILIENCE ACTIVITY ENDLINE INTERMEDIATE RESULTS (IR) ASSESSMENT

The Feed the Future Ethiopia-Livelihoods for Resilience Activity (L4R) is a 6.5-year USAID project led by CARE, with the goal of improving food security for 97,900 chronically foodinsecure households in multiple Ethiopian regions. It aims to achieve resilient livelihoods through four main objectives. Zerihun Associates was contracted to and conduct an Endline Assessment using mixed methods, and managed data collection of the endline, ensuring quality through rigorous processes. Despite challenges, Zerihun Associates successfully gathered data from 1802 out of 1849 sampled households. However, the study faced limitations due to external factors, seasonal variations, and methodological inconsistencies, potentially impacting findings' comparability. Using both cross-sectional and panel data, the study reveals a mix of success and challenges.
Income
Devaluation of the birr during the project period, combined with rising inflation and cost of inputs, negatively impacted household’s net inflation-adjust income over time. While in unadjusted terms net incomes increased 154%, when adjusted for inflation, net incomes experienced a 19% decline among cross-sectional households from baseline to endline. At endline, there was an increase in the proportion of households earning income from crop and livestock production and transfers and other sources, but a decline in households earning income from off-farm and wage employment, compared to baseline. There was a slight increase in the average number of income sources per
household between baseline and endline (1.5 and 1.7 sources respectively).
Household Assets
The longitudinal analysis of household assets among both cross-sectional and panel data reveals a generally upward trend in overall household asset values and, particularly, in livestock assets over the period from the baseline to the endline. When adjusted for inflation, the overall asset value showed a 43% increase in the cross-sectional data and a 25% increase in the panel data. Livestock assets consistently played a pivotal role in this growth. This rise is particularly notable given the challenging economic conditions, including conflicts.
On-Farm livelihoods
The cross-sectional analysis on household livelihood activities, specifically focusing on Value Chain (VC) engagement, reveals a complex pattern of participation over time. Initially, there was a promising uptick in households engaged in at least one prioritized VC, increasing from 49.5% at baseline to 71.0% in Year 3. This was followed by a decline, reaching 45.9% by the endline. However, there was a slight increase in households engaged in two or more prioritized value chains between baseline and endline, increasing from 38% to 40%. Read More...

Strengthening Rural Development Models in Georgia (ENPARD II) Midterm Evaluation

Strengthening Rural Development Models in Georgia seeks to build on the success found by Mercy Corps, CARE and People in Need as they introduced the LEADER model for rural development to the municipalities of Borjomi, Lagodekhi and Kazbegi. In addition to continuing to implement this community-led local development approach, they were tasked with providing more national-level support for other Georgian LEADER implementations with the support of ELARD, a Europe-based not for profit organisation.

A series of interviews and focus groups held with beneficiaries, implementing agencies and other stakeholders provided a very positive picture of the impact being delivered by the LEADER model in these three municipalities, particularly in terms of increased engagement with local governance, community cohesion and economic participation.

Results further suggested that the growing presence LEADER in Georgia’s rural municipalities was positively moving Georgian rural governance in the direction envisioned by the Georgian Government and the Delegation of the European Union, that is, towards a state of alignment with the European Common Agricultural Policy.

The main difficulty identified is that Georgian Government policy looking forward appears to be wavering with regards to its commitment to the LEADER model, despite the levels of investment provided by the EU. Read More...

Integrating Local Knowledge in Humanitarian and Development Programming: Perspectives of Global Women Leaders

This report examines local knowledge integration in the context of global development and humanitarian aid work. It builds upon a recently published report by the U.S. Agency for International Development (USAID) called "Integrating Local Knowledge in Development Programming". That report sought to “share knowledge of how development donors and implementing organizations leverage local knowledge to inform programming.”2 This study aims to extend the original methods to better understand grassroots actors’ own interpretations of local knowledge and its integration into programming in their communities. It examines the perspectives of 29 grassroots leaders from women-led organizations around the world, looking deeply at the ways in which they conceptualize local knowledge and local knowledge stakeholders, their approaches to designing their own projects based on local knowledge, and their experiences sharing knowledge with international actors and donors. This builds the broader evidence base on integrating local knowledge to incorporate the perspectives of grassroots actors into the same conversation as the original study.
Key takeaways from this research span two broad categories – how local leaders conceptualize local knowledge and what the effective use of local knowledge in practice looks like to them. Within these categories, interviewees explored the many challenges they face in identifying and sharing knowledge; their various approaches to designing projects based on local knowledge; some of the tensions they often find themselves balancing; unique ways of measuring the contribution of such knowledge to the success of an intervention; and experiences with and strategies for sharing their knowledge with non-local actors.
In terms of how women leaders tend to conceptualize local knowledge, the research reveals three distinct but interconnected definitions of the term: 1) knowing what a community is like; 2) knowing what a community needs and where the solutions lie; and 3) having a profound connection with the community. The first definition indicates knowing a community well enough to understand the dynamics within it. The second goes a bit further to say that local knowledge means knowing both the specific needs present in a community as well as the relevant solutions for addressing them. As one respondent told us, “Contextual expertise is having experience in a certain context and being able to solve problems based on it.” And the third conceptualization indicates having a deeply rooted connection with the community or the grassroots. Some described this as “having your heart” in the community. Key to this third definition appears to be both consistency and the ability to perceive change over time. Interviewees said that local knowledge depends on people having gone through different “contexts, histories, processes, and experiences” together, and having learned from them collectively. Therefore, it is difficult, if not impossible, for international actors to acquire the same level of investment in communities that is quasi-synonymous with local knowledge unless they have lived, worked, and built relationships within them long enough to meet this consistency standard. Rural Economic Sustainability Initiative (RESI)

The Rural Economic Sustainability Initiative (RESI) aimed to support inclusive and sustainable rural economic development in four target municipalities in Kosovo: Prishtinë/Priština, Novo Brdo/Novobrdë, Kamenicë/a and Ranil(l)ug. It was financed by Austrian Development Cooperation (ADC) and the Municipality of Prishtinë/Priština and implemented by CARE International in Kosovo.
The approach utilised built on a very successful previous project and featured grants to MSME in agriculture, capacity development of municipality agriculture departments and a special focus on empowerment of women and socio-economically vulnerable groups.
The final evaluation of the RESI took place between 6th October and 11th November 2019. The evaluation aimed to make an independent assessment of the outputs, outcomes and impact of the project towards the end of its 36 month cycle.
