Savings and Credit Groups for Food Security and Ecosystem Sustainability in Tanzania: Endline Evaluation

The "Savings and Credit Group for Food Security and Ecosystem Sustainability (SGFSES) in Tanzania" was a CARE-WWF Alliance’s project implemented in Southern Agricultural Growth Corridor of Tanzania (SAGCOT), focusing on the Great Ruaha River region. The initiative aimed to address climate vulnerabilities, improve livelihoods, and enhance ecosystem services. Among other interventions, the project promoted sustainable production of Irish potatoes and common beans, crucial for community livelihoods, but vulnerable to climate shocks. Challenges such as water and land shortages, deforestation, and weak governance had affected productivity and adaptation options.

Implemented from June 2021 to December 2023 in Iringa and Mufindi Districts, the project targeted 21 villages. Its primary goal was to enhance the household income of 5,000 farming families, particularly empowering women, directly impacting 22,500 individuals and indirectly benefiting at least 50,000 individuals within the Great Ruaha watershed.

The project employed traditional approaches like Village Savings and Loan Associations (VSLA), Farmer Field and Business Schools (FFBS), and Community-Based Natural Resource Management (CBNRM), along with Integrated Land and Water Resource Management (ILWM) integrating income-generating and market-engagement strategies with natural resource management and sustainable agriculture practices so that both communities and ecosystems thrive.

The endline evaluation utilizing OECD criteria to assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the project. It measured the achievements of this integrated conservation and development compared to the baseline three years earlier.
The endline evaluation found that the project surpassed its targets, reaching 7,029 households (51% female-headed) with a total of 10,961 direct beneficiaries (55% women, 34% youth) across all 21 project villages. In another words, the project impacted directly 33,739 individuals from 7,029 households. This represents 141% of the target set by the project at its beginning. Findings from FGDs and KIIs, showed that the project improved well-being of these communities by enhancing equal opportunities for men, women, and youth. The project enhanced meeting of basic needs such as food, housing, clothing, health services, and education expenses.

They participants increased productivity of staple crops like maize, common beans, sunflower, and Irish potatoes which notably contributed to reliable food sources and increased income for the communities. These crops served for both food and income. The endline survey found that the average productivity of the common bean increased from 331.3 kg acre-1 to 633 kg acre-1 which is an increase of 91% compared to the baseline. This achievement surpasses the LOP target of 30% increment by 61%. Furthermore, the average productivity of Irish potato increased from 1,435.5 kg acre-1 to 7,500 kg acre-1, which is 423% of the baseline or 393% of the LOP target of 30% increase.

The average number of months that surveyed households were able to provide sufficient food to their families was 7.4 at endline, up from 4.0 months at baseline. This is an increase of 85% from the baseline. The achievement surpasses the Life of Project goal of a 20% increase by 65%. On average, 83% of households experience adequate food provisioning during the crop-harvesting period (May to November), 42% experience hunger during the planting and crop growing season (December to April). 83% of the surveyed households report consuming three meals a day for most of the year, 86% of respondents were not worried about facing food shortages throughout the year. For those households that do not have adequate food provisions throughout the year, they tend to reduce their meals to two a day between December and April. Communities regard having two meals a day during the lean period as an improvement, as food was sometimes insufficient for one meal among some families in the past.

The endline evaluation drawn lessons learned that emerged from the data are:
- The implementation of VSLAs have helped the village land use committee, village environmental committee members and village council leaders to get into engagement with conservation activities.
- The Alliance-promoted VSLA-based AMCOS model has several benefits: in addition to attracting farmers with its core collective marketing promise, the requirement that all AMCOS members should also be VSLA members both accelerated VSLA group formation and enhances trust in leaders, a critical component of successful AMCOS.
- The planting to avocado trees, being one of potential trees for income generation and conservation of natural resources comes with a number of challenges. The first is it high water usage especially at the early stages of growth. The fruit tree have attracted large investors, who have been seen to open up large farms in forested lands. This has the risk of causing deforestation and drought in the near future, as the virgin land is turned into production land.
- The Alliance-piloted CSI model holds significant promise: Collective Investment trainings have not only supported VSLA groups in investing together but also have supported the individual members in starting their enterprises.
- VSLA members are confident to speak out on the enterprises which are destructive to environment in front of other members compared to period before the CSI training.
- VSLA members can see the benefits of individual and group investments that are made.
- Women have been in front line in undertaking collective investments activities at a group and individual level, which has resulted into family stability and reduced GBV issues as they also have something to contribute to their families. Read More...

Final Evaluation of the Project Building resilience among refugees and their Jordanian hosts

From the period 1/09/2017- 31/08/2019, CARE International in Jordan implemented a project titled “Building resilience among refugees and their Jordanian hosts” and the project aimed at supporting vulnerable Syrian refugees and Jordanians to enhance resilience and protection, especially from gender-based violence (GBV), through improved access for men and women to dignified, sustainable livelihoods in the Syria crisis highly-impacted areas of Amman, Zarqa and the Azraq refugee camp, while promoting social cohesion between Syrians and vulnerable Jordanians through joint programming and the provision of dignified solutions for long-term urgent cash needs.

Findings
• An effective project design and proposal document which included all components of a proposal document and it is considered to be a strong basis for an effective implementation process.
• Availability of planning documents to include detailed work plans, log frames, need analysis.
• Availability of M&E system.
• Conformity with donor regulations and standards.
• The implemented project responded to a number of strategies to include the Jordan Response plan and CARE International annual plans and strategies.

Conclusions:
According to literature and desk review we conclude the following;
• Project’s provided documents in design and planning phases in addition to the implemented M&E process supported to accelerate the effectiveness of project operations and implementations and this is evident through the desk review and interviews with consortium partners who acknowledge this aspect.
• It is evident that the project was designed to respond to national strategies like the Jordan Response Plan 2018-2020.

Capacity Strengthening Activities of the Rural Maintenance Programme Impact Assessment

This 116-page report shares the results of the impact assessment of the Capacity Strengthening (CS) activities of the Rural Maintenance Programme (RMP). RMP is a major rural works programme co-managed by the Government of Bangladesh and CARE Bangladesh. RMP is implemented in 4200 Unions under 61 out of 64 districts where 42 000 destitute women (the majority of whom are divorced, separated, widowed or outcast) are employed for 4 year cycles to maintain roughly 84 000 kms of rural earthen roads. The objective of CS was to strengthen the management capacity of local governments to manage development activities (including RMP), to enhance the participation of female representatives of Local Government Institutions in planning and decision-making processes and lastly, to enhance the participation of community members in development. TVET and Higher Education for Boosting Road Infrastructure Development and Growth of Energy Services (THE BRIDGES) Project Final Report

CARE Somalia/Somaliland was funded by the European Union (EU) to improve the technical skills of the youth in roads and energy service sectors. The Technical and Vocational Education Training (TVET) and Higher Education for Boosting Road Infrastructure Development and Growth of Energy Services (THE BRIDGES) project aim to support the Government of Somalia/Somaliland plans to enhance inclusive economic growth and reduce poverty. The project aims to assist in the development of high-quality skills both for gainful employment and sustainable economic development. To meet labor demands in road infrastructure and energy sectors, the project further aims to strengthen TVET and Higher Education (HE) to offer high-quality solutions responsive to the changing market situations in the selected priority sectors of the economy. Given the increasingly dynamic employment market in Somalia/Somaliland, there is a need for high-quality competency-based skills development. CARE Rapid Gender Analysis COVID-19 Timor-Leste

An outbreak of COVID-19 would be devastating for Timor-Leste. As one of the world’s least developed countries and the poorest country in southeast Asia, it is feared that the pandemic would easily overwhelm the country’s weak healthcare system. In international and regional rankings Timor-Leste is assessed as having weak health systems, low capacity to respond to infectious disease outbreak, high rates of underlying health issues that increase risk of COVID-19 mortality and overall high COVID-19 risk.4 Timor-Leste is ranked second of 25 countries in the Asia Pacific in terms of risk for COVID-19.5 The 2020 INFORM Global Risk Index identifies that, Timor-Leste is most at risk for; access to healthcare, existing health conditions and food insecurity.6 Current gaps in the capacity to effectively respond to the virus include under-resourced healthcare facilities, limited communication channels to communities, lack of adequate water, hygiene and sanitation (WASH), difficult geographical terrains, and widespread poverty. Systemic gender inequality and the exclusion of marginalised groups from leadership positions and decision making, service provision, and access to and control of resources, would exacerbate the impact of the pandemic on vulnerable groups.

A COVID-19 outbreak would disproportionately affect women and girls, including their education, food security and nutrition, health, livelihoods, and protection. Timor-Leste is ranked at 111 out of the 187 countries in the UN Gender Inequality Index (GII) and has one of the highest rates of GBV.7 In Timor-Leste, women are often the primary caregivers in the family, placing them at heightened risk of infection. Women’s unpaid workloads may increase with the need to care for sick family members and children at home due to school closures. Maternal, sexual and reproductive health services may be less available as resources are diverted to respond to the pandemic, putting women at greater risk of maternal mortality and disability. Support for Service Delivery Integration- Services (SSDI-Services) Endline

SSDI-Services was the flagship project for USAID/Malawi’s health office. The project was implemented from November 8, 2011 to March 7, 2017 under a cooperative agreement, valued at USD 89 million. Active project implementation occurred over a 4.5-year period from April 2012 to December 2016, with the preceding and following months focused on startup and closeout activities respectively.

SSDI-Services provided financial and technical assistance to the Malawian Ministry of Health (MoH) to deliver, refine, and scale up high-impact interventions contained in the Essential Health Package (EHP). The EHP includes globally proven and cost-effective interventions to address key causes of illness and death in Malawi. SSDI-Services implemented interventions under the following program areas: maternal, newborn, and child health (MNCH); family planning (FP); malaria; nutrition; HIV/AIDS; and sanitation and hygiene.

SSDI-Services was implemented by a consortium comprising Jhpiego as lead, CARE, Plan International, and Save the Children. The project focused on increasing access to, and strengthening the delivery of, EHP services both at the health facility and in the community. Udaan II Nepal Final Evaluation

Udaan II “Catching the Missed Opportunity”, funded by the OPEC Fund for International Development, was one of the most important initiatives under the LEAD program of CARE Nepal. The LEAD program envisions education and economic prosperity as an instrument to women and girls’ empowerment, through transforming harmful social norms, building life skills and advocating related policy reforms. Under the LEAD Program, the Udaan initiative provided an intensive, 11-month high-quality condensed curriculum for adolescent girls (Dalit, Muslim and other marginalized groups) aged 9-14 of Kapilvastu District, who were unable to either start or complete primary school. The program also helped them to get enrolled in community schools, named “mother school”, where Udaan graduates continued their higher study. Working together with nine formal mother schools of Krishannagar and Maharajgunj Municipalities of the Kapilvastu district, as well as with the girls and their parents, the Udaan II project focused on addressing the economic factors affecting girls’ families, and the harmful social norms acting as barriers to girls’ education. This helped to create an enabling and safe learning environment for girls, and provided opportunities for livelihood and vocational skill development. P4PII to P4PIII Final Report

In order to prevent malnutrition among children from 0 to 23 months and women of childbearing age, CARE International Benin/Togo has initiated an integrated nutrition program called “Nutrition at the Center”. This program is the starting point for the implementation of the P4P project which has just completed its third phase. The main goal of P4P III is to help reduce stunting and anemia in children under 2 years of age, and anemia in women of childbearing age, by increasing availability and equitable access foods of animal and vegetable origin with high nutritional value. The present study aims to assess the results of P4P II in the communes of Adjohoun and Dangbo and of P4P III in the 4 beneficiary communes: Adjohoun, Dangbo, Covè and Djakotomey. CARE Guatemala Food Security Rapid Assessment 2022

Rural families in Guatemala face one of the most severe food shortage seasons, mainly due to the high cost of meeting their basic needs, the effects of international conflicts and COVID-19 prevention measures, low hiring of temporary labor, the slow recovery of the impact of storms Eta and Iota, and the rainy season 2022 that has started with rains above normal, causing water saturation in the soil, which affects subsistence agriculture. This is worst for families who live in the dry corridor.

In this context, the Municipal Coordinator for the Disaster Reduction –COMRED- and the Municipal Directorate of Comprehensive Disaster Risk Management -IMGIRD of the municipality of San Bartolomé Jocotenango, department of Quiché, with the technical support of CARE Guatemala and TECHO, surveyed 163 households in 33 rural communities to know the availability and access to food, the economic situation, gender roles and strategies of survival that families are implementing. This report shares the results of the analysis of the data collected in July 2022

• 42% of households do not have any remaining grain from the previous harvest, and a further 33% only have remaining grain reserves for further 3 months or less.
• Women earn 56% less than men. On average, men earn $143 per month, and women earn $62.
• 21% have gone into debt to be able to buy food
• 38% are reducing the size of their meals; 22% of people are eating less (or have stopped eating) to make sure their children can eat
• 31% are now skipping at least one meal per day
• 3.7% have spent entire days without eating
• 2% have sold their land to buy food
• In 45% if the households, at least one member has migrated outside the community to find jobs elsewhere.

SUFAL II Baseline Report

The project “Scaling up Flood Forecast Based- Action and Learning in Bangladesh (SUFAL) – Phase II”, is aimed to strengthen resilience of communities to the impacts of frequent monsoon floods. SUFAL-II is being implemented in the districts of Kurigram and Gaibandha, Jamalpur and Bogura. In each district, two types of interventions (one intervention in one upazila) are being implemented. They are -
- Full scale implementation – Capacity development and support to communities to implement sector-specific early actions with extended lead times prior to monsoon floods.
- Partial scale implementation – Technical and capacity building support to the Disaster Management Committees (DMCs) and government officials, with the aim to demonstrate how the FbA mechanism can be operationalized in a district.
The selected areas in each district have ‘medium’ to ‘very high’ risk profiles as per INFORM Index on Risk Management. The risk profiles have been calculated based on the modelling of exposure to hazard, vulnerability and coping mechanisms in place.
Methodology
The baseline study uses a mixed method analysis. Thus, both quantitative and qualitative tools were administered to collect relevant data to assess the baseline status. The quantitative tool was administered to a sample of 1500 households, which were distributed across 60 wards. For the qualitative aspect of the study, a total of 28 Key Informant Interviews (KIIs) were conducted with DMCs and local government officials and 30 Focus Group Discussions (FGDs) were conducted with the community members.
Key Findings
Background of respondents
Under the household survey, a total of 1494 interviews were conducted, of which 1394 interviews were conducted in three treatment groups and 100 interviews were conducted in the control group. The majority of respondents were female (74%), Muslim (95.7%), and of Bangali (99.8%) ethnicity. Approximately 79% of households reported a monthly income that exceeded 5000 Taka.
Floods in 2022
Of all the respondents, 78.4% experienced floods in 2022, with the highest occurrence in the month of Ashar - Srabon. Treatment group 1 (64.7%) and the control group (70%) had a lower flood incidence compared to Treatment groups 2 (89.1%) and Treatment group 3 (86.8%).
Early warning
Of all respondents in the three treatment groups who faced floods in 2022, only 36.3% received early warnings. It was observed that a higher percentage of respondents from the treatment group 1 (69.4%) received early warnings as compared to treatment group 3 (35.4%) and treatment group 2 (11.8%). Overall, out of all the respondents who reported receiving early warning, 85.8% reported that they received it 1 to 5 days prior to the floods. Television (40.1%) and friends/relatives (29.7%) were the primary sources of early warning information. Among other sources, only 8.5% of respondents reported receiving early warning via Audio calls, 19.2% reported from community volunteers (miking or household visit) and 1.2% via digital boards. Among those who received early warnings, 60.3% had information about flood intensity/water level, and 52.9% had information about the lead time. However, only 36.2% received guidance on early actions, 24.7% received livestock advisory, and 13.0% received agromet advisory. This indicates a lack of agromet advisory, flood preparedness advisory, and health awareness across all treatment groups.
