Village Savings and Loan Associations as Economic Drivers

Exploring impacts of Village Savings and Loan Association (VSLA) at micro level to understand their potential to contribute to the Tanzanian economy

Savings-led microfinance innovation aims to improve access to financial services in remote areas, especially among women. CARE International has been the leading innovator in the field and has initiated Village Savings and Loan Association (VSLA) programmes across Tanzania. CARE aims to increase members in Tanzania to 8 million by 2025 with the vison to help improve the national economy. CARE thus commissioned SFTZ to carry out a study that investigates the potential of VSLA contributions to local and national economies.

METHODS. The study was implemented in six villages in Mufindi district, Iringa region; four of which were assigned as treatment and two as control. Treatment villages had 9 to 15 NGO-facilitated VSLAs, and control villages had only two comparable VSLAs.

RESULTS. Analysis of the data at the village level did not provide evidence that VSLA initiatives have contributed to large-scale economic growth except for one risk mitigation sub-indicator. A number of issues hindered the village-level comparison: First, microfinance savings groups were also present in control villages. Secondly, the penetration of savings groups within all treatment villages was low (below 30%, except for one village).

However, at the household level, VSLA membership showed significant impacts on a number of micro-level measures of economic growth. VSLA households had higher household savings, drew on VSLA savings to overcome negative impacts of household shocks, attained greater food security and more diverse diets, achieved better agricultural and business outcomes, and enjoyed greater economic status. Although these differences cannot be directly attributed to the VSLA programme without before-and-after comparisons with a meaningful control group, the positive household impacts suggest that a VSLA programme scaled to a high density within each village could have a positive impact

Mid-Term Strategic Review of the Livelihoods for Resilience Activity

CARE commissioned a Mid-Term Strategic Review (MTSR) of the Livelihoods for Resilience Activity to formulate recommendations for the remaining life of the project to increase effectiveness in achieving sustainable impact. The Livelihoods for Resilience Activity is being implemented in 27 Woredas in the three regions of Tigray, Amhara, and Southern Nations, Nationalities and Peoples and is just over the midway point in its five-year life from December 5, 2016, through December 3, 2021. The purpose of the Livelihoods for Resilience Activity is to reduce food insecurity and increase resilience for 97,900 chronically food insecure households that are enrolled in the fourth cycle of the Government of Ethiopia’s Productive Safety Net Program (PSNP4), enabling them to graduate with resilience from the PSNP4.

The MTSR for the Livelihoods for Resilience Activity was a formative evaluation exercise intended to provide guidance on ways to improve the effectiveness of the program in achieving intended impact.

Relative to the four global learning questions for the MTSR (see page 4), the MTSR found that the model that the Livelihoods for Resilience Activity is implementing is effective for achieving graduation with resilience, but because frontline delivery is constrained by the number of staff, their technical capacities and the degree of supervision and support that they receive, interventions are not always going deeply enough to ensure behavioral change. The program is empowering women both economically and socially through the VESA platform, but there are significant variations between regions; and outside of the VESA, there is some evidence to suggest that women’s empowerment has not yet been well incorporated, especially in value chain participation and MFI linkages. Progress is certainly being made in transferring ideas and knowledge to PSNP counterparts, but that has not yet translated into practice mainly because of resource constraints. Key approaches that need to be added or strengthened in the coming two years include expanding frontline delivery capacities, expanding efforts to ensure that strategies and approaches are well understood by implementation staff at all levels in all partners, ensuring that women’s empowerment is included in all approaches by all partners, and looking for new ways to facilitate access to jobs, either through self-employment or wage employment, for youth from PSNP households.

The Livelihoods for Resilience Activity is already doing some very nice work in starting to achieve sustainable impact. The project has strong potential to be recognized as a “great” project if it can make some adjustments.

Revue à mi-parcours « Projet d’appui à la filière halieutique (PAFHa) au Mali »

- R2. La production halieutique (pêche/pisciculture) est développée par des pratiques durables
- R3. Les services techniques gouvernementaux et les organisations professionnelles sont impliqués dans le programme et leurs capacités sont renforcées.

Baseline Assessment for Climate Change Adaptation of Women Smallholders and Cotton Producers

CARE India aims to promote environmentally sound, climate-resilient and inclusive agriculture among cotton producers of Vidarbha region. In pursuance of this aim, it has designed an intervention package that focusses on developing environmentally sound and climate resilient cotton production model plots for demonstration, on the lands of traditionally cotton growing women smallholders in 10 project villages of Jalgaon Jamod block of Buldhana district. To further accelerate the effectiveness of the project intervention, CARE plans to work with different stake holders like women Self Help Groups, Farmers’ Groups and men within households and communities, government functionaries, and market actors who collectively form important components of the supporting ecosystem. LIVELIHOOD RAPID MARKET ASSESSMENT REPORT Ninawa Governorate

Gender-balanced implementation structures (including vetting committees comprised of local leaders, community representatives and local partner institutions) will be established and they will determine the criterion for identification of vulnerable vocational trainees. CARE will advertise the program in strategic locations, inviting beneficiaries to apply. Vocational training beneficiaries (including those carrying out agricultural production) will be identified through inclusive processes that rank applicants according to a vulnerability criterion. Selected beneficiaries are then provided vocational training, start-up kits and apprenticeships, based on the conducted market assessment.
Supporting micro-business enterprises: Applicants for business trainings will be shortlisted and identified by committees made up of community leaders/local partners, in a similar process to the selection of vocational trainees. Training materials will be developed and finalized. Beneficiaries will be trained in running a small business and gender and gender-based-violence awareness. Trainees that successfully complete the program will be supported in designing and applying for microbusiness pre-financing, which a gender inclusive committee will award to awardees.
Providing cash for work (CFW) on public works projects: CFW projects will be conducted over three-month periods, engaging 300 workers in each of the two project sites of Rabia and Zummar. The CFW projects will be described to and prioritized with relevant stakeholders there, which include local community leaders, community and religious leaders and lowest government administrative structures involved in selecting CFW public works projects and understand community needs.

Livelihood Rapid Market Assessment report Sinjar district

CARE proposes an eighteen-month project to restore livelihoods by building technical capacity in agriculture and vocational skills and linkages for individuals; supporting microenterprises; and providing cash for work on public works projects.
The objective of the project is to strengthen durable solutions by reducing the vulnerability of internally displaced persons, returnees and host populations through improved access to sustainable livelihoods.
This project will expand CARE’s resilience support for an economic empowerment of the most vulnerable internally displaced persons, returnees and host communities of Sinjar Mountain and Sinjar Town, through technical capacity in agriculture, vocational training, business trainings backed by micro grants and job placement. The Trainings and grants will be determined by the findings of this assessment, which reflects the local market needs.
- The primary objectives of the Rapid Market Assessment are to understand the impact of the protracted crisis on markets, specifically infrastructure, security and supply, the price and availability of key goods and the ability of traders to respond to an increase in demand.
- To obtain a realistic picture of the impact/effects of the crisis on the agriculture sector, including livestock rearing, fishery/ aquaculture and irrigation.

Safe Schools for Girls Project Midline Evaluation

Throughout the past two decades, Rwanda has made significant efforts to improve the coverage of education to ensure that all Rwandans have access to quality education through the completion of secondary school. Despite policies to increase access to basic education and increase enrolment rates, dropout remains a key issue, especially in secondary school where female students tend to have lower completion rates than male students.

To promote better educational, social, and economic outcomes for students, CARE Rwanda established the Safe Schools for Girls (SS4G) Project. Operating in the Southern Province of Rwanda, the SS4G Project provided holistic support--including academic resources, financial literacy training, and sexual and reproductive health education, and leadership training--to students to address obstacles to secondary education. As the SS4G project passes its mid-way point in 2019, CARE Rwanda commissioned this evaluation to assess trends and changes over time in students’ knowledge, attitudes, and practices related to the intervention aims, in order to better understand areas that were performing well and identify those that needed revised efforts. Agriculture and Rural Development in Western Georgia: A Baseline Assessment

This report assesses a wide variety of topics related to agriculture and rural development in seven districts of western Georgia: Lanchkhuti, Ozurgeti, and Chockhatauri in Guria, Khobi, Senaki, and Abasha in Samegrelo-Zemo Svaneti and Tsageri in Racha-Lechkhumi and Kvemo Svaneti.
Households across these seven districts were surveyed as part of the field research for the Cooperation for Rural Prosperity in Georgia project, which is being implemented in the framework of the European Neighborhood Program for Agriculture and Rural Development (ENPARD Georgia). Read More...

EUROPEAN NEIGHBOURHOOD PROGRAMME FOR AGRICULTURE AND RURAL DEVELOPMENT – GEORGIA (ENPARD III) – SUPPORT TO THE DEVELOPMENT OF LIVELIHOODS IN DISADVANTAGED RURAL REGIONS OF GEORGIA (APRIL 2019)

Cooperative for Assistance and Relief Everywhere (CARE) started the “Implementing LEADER in Mestia municipality for better livelihoods in high mountainous regions of Georgia” in 2019. The project aims to improve the livelihoods of vulnerable households in Mestia Municipality, a remote high mountainous region of Georgia. The project aims to support both economic and social well-being. To do so, the project will attempt to improve the diversification and competitiveness of the rural economy, the inclusion of vulnerable groups, and the sustainable management of natural resources in Mestia Municipality. The LEADER approach, which the project takes, uses a bottom-up approach to rural development. The project will be implemented over the course of four years, concluding in February 2022.
In support of this goal, CARE commissioned the Caucasus Research Resource Centers Georgia (CRRC Georgia) to carry outa gendered political economy analysis as a baseline report. The results of the baseline data collection activities are presented in this report.
