SWEEP-Water for Food Security, Women’s Empowerment and Environmental Protection in East and West Belesa Project

CARE Ethiopia, with the financial support from the Austrian Development Agency (ADA), will implement a three years’ project entitled “Water for Food Security, Women’s Empowerment and Environmental Protection (SWEEP)” Project in East and West Belesa Woredas of Central Gonder Zone, Amhara Regional State. The SWEEP project will address the socio-economic and environmental problems causing food insecurity in East and West Belesa, including poor access to water supply and environmental degradation; social barriers and gender inequality; as well as limited livelihood opportunities and low productivity. As part of the inception phase of the project, this particular baseline survey has been carried out with the ultimate aim of gathering evidence from different sources and set benchmarks and baseline values for each project outcome indicator. SWEEP-Water for Food Security, Women’s Empowerment and Environmental Protection Project in East and West Belesa Woredas of Central Gondar Zone, Amhara Regional State

Introduction and Context of the Evaluation
This report refers to the midterm evaluation (MTE) of “SWEEP-Water for Food Security, Women’s Empowerment and Environmental Protection Project” funded by Austrian Development Cooperation through Austrian Development Agency (ADA) and implemented by CARE Ethiopia. The project was commenced in October 2017 and will be implemented through September 2020 in East and West Belesa Woredas of Central Gondar Zone, Amhara National Regional State. With the ultimate impact of “Chronically food insecure households in Belesa Woredas have improved food security and resiliency”, the project was designed and implemented to achieve the following outcomes.
i. Improved access to water resources for domestic consumption and productive use and enhanced and sustainable productivity of land for varied uses
ii. Vulnerable groups empowered to contribute productively in the household and community
iii. Local government capacitated and community empowered to initiate and lead community development and adaptive measures
The purpose of this mid-term evaluation was assessing the degree of success based on the five OECD (Organization for Economic Cooperation and Development) standard evaluation parameters. Ten selected project intervention Kebeles from the two intervention Woredas were visited in this evaluation process. Participatory and multi-stage evaluation methods, data sources and triangulations were made to analyze the project status and measure the performance. Quantitative and qualitative data collection methods were used to collect data from direct project beneficiaries such as chronically food insecure and drought affected people, rural women and girls, persons with disabilities, youth, relevant government sector and administrative offices at various levels and CARE. Overall, household survey was administered on 845 HHs and 14 KII, 21 FGDs, 20 direct observations and 16 in-depth interviews were made. Water for Food Security, Women’s Empowerment and Environmental Protection Project (SWEEP) Gender Assessment II

East and West Belesa woredas (districts) are located in the central Gondar zone of Amhara Regional State, Ethiopia. The people of East and West Belesa woredas are dependent on subsistence farming and rain fed agriculture in a context of recurrent drought and severe land degradation. The overwhelming majority live in extreme poverty and face food shortages as a result of the frequent shocks these conditions expose them to. The condition is more devastating for women, girls and marginalized households – for example, female-headed households and households including persons with disability who are often excluded from social and economic entitlements.
CARE, with the financial support from the Austrian Development Agency (ADA) and funds from Austrian Development Cooperation (ADC) has implemented a three years' (October 2017 to September 2020 – then extended to February 2021) project titled "Water for Food Security, Women's Empowerment and Environmental Protection (SWEEP)" to address the socio-economic and environmental problems causing food insecurity in 20 kebeles of east and west Belesa woredas. The project was implemented by CARE in collaboration with local government, communities and universities. To increase the resilience of households, the SWEEP project followed an integrated and holistic project implementation approach, which put marginalized people at the center.
At the end of the project period, a gender assessment was conducted to see and capture the changes in the lives of women; especially the results of the women empowerment and the social norms change components of the project. Findings from the Rapid Gender Assessment (May 2017) and In-depth gender Assessment (May 2018) were used as a baseline to compare the before and after situation of women in the community. CARE International Advocacy and Influencing: A Review of Pathways to Success

This report constitutes a review of 208 advocacy and influencing initiatives that reported having successfully influenced policies, plans and budgets. A sample of 31 cases were included in for review. These comprised influencing outcomes across 16 countries in Africa, Asia, Latin America, the Middle East, North America and Europe. We estimate that outcomes these initiatives influenced have so far improved the lives of more than 4.2 million people, with the potential for future impacts for a further 116 million people. 20 cases were from national or local level policy, plan or budget influence in the global South, and 11 case from the global North, influencing donor strategies or international negotiations.

Overall, the top 4 strategies employed across the North and the global South were: (i) lobbying-decision-makers; (ii) coalition building; (iii) public forums and (iv) method replication. Twice as common as any other strategy was lobbying decision-makers. This was also judged to be the most effective strategy in both the South and the North. 23 initiatives employed some form of lobbying decision-makers, and in 19 of these it was ranked as the most influential strategy. This lobbying was commonly a form of “insider” approach where CARE and partners already had a good relationship with government line ministries, having built credibility and trust over a number of years. Particularly in the South, advocacy efforts were part of a strategy over more than five years. Such efforts demonstrate that long-term investment is required for policy change to materialise into impact. The main tactics or strategies which did not feature strongly were activism and campaigning such as marches, petitions and use of social media, and evidence for the use of research was also uneven. Social inclusion through team sports and education: sport for development

Dysfunctional family relationships make the social integration of children into a regular school career more difficult and put a strain on them, and accordingly also reduce the children's future prospects. One of the most important prevention and protection mechanisms for the successful development of children is therefore their inclusion in the public school system. Unfortunately, parents and schools do not offer the children the support they need to successfully complete primary and secondary school (primary school / primary school grades 1 to 9 and secondary school another 4 years). The premature drop-out rate from school for Roma children and other disadvantaged / vulnerable children in Bijeljina is high. Diverse efforts are necessary for disadvantaged / vulnerable children to remain successfully in the Bosnian school system. Children need separate learning support, an incentive to attend school regularly and to improve their social skills. Parents' awareness of education must also be heightened and communication between home and school intensified. At the same time, prejudices on the part of the school (and the majority society) against children in the relevant settlement must be broken down; but at the same time the fear of the Roma community about state institutions must be reduced. The "Sports for Social Change" project addresses all of these interfaces and has already achieved far-reaching successes through the innovative use of football as an inclusion method in combination with non-formal educational offers, which must now be consolidated and expanded. POWER Ex-Post Evaluation Final Report

Description of the document: Promoting Opportunities for Women’s Economic Empowerment in Rural Africa (POWER Africa) aimed to increase the financial inclusion of direct beneficiaries and their households in Ethiopia, Rwanda, Cote d’Ivoire and Burundi through forming savings groups, providing financial education, and linking mature groups to formal financial institutions. In Burundi, CARE worked in partnership with the local NGO, Great Lakes Inkinga Development, to target adolescent girls; the hardest hit by a combination of poverty, conflict, violence, societal disintegration, and sexual exploitation. The evaluation focuses on the program’s contribution to the empowerment of adolescent girls in Burundi with a particular focus on assessing the contribution of program activities to supporting adolescent girls develop income-generating activities. POWER Africa adapted their approach to ensure the intervention and engagement strategies were tailored to working with adolescent girls in Burundi. POWER Africa accomplished this through sensitization sessions to gain community acceptance of the program, by adapting the VSLA training schedule, by changing meeting times, and by responding to challenges encountered by girls during implementation. Positive outcomes reported by CARE related to business success were also supported by interviews conducted in the field. However, the extent to which participation resulted in adolescent girls establishing one or more IGA varies and CARE monitoring data shows that at least 1 in 5 girls did not establish IGAs. It was confirmed that key factors that contribute to IGA success, as identified by CARE, still hold. Girls without support are less able to establish IGAs and have relatively less successful IGAs. However, they are not necessary conditions. For example, the four girls that did not have continuous family support attributed overcoming their difficulties to being a member of the VSLA. Findings that girls who are in school reported higher incomes, that girls with community support are more able to invest in livestock, and that girls with access to land have more IGA opportunities, still hold. POWER Africa’s identification that male control of female-owned assets, loss of assets upon marriage, household responsibilities and constraints on mobility are key constraints for adolescent girls to benefit from IGA opportunities, still holds. During program implementation, many girls encountered barriers as a result of their newfound economic independence. The program actively sought to address these constraints with some success, however there is evidence to suggest a number of challenges remain. This is to be expected as social norms can take time to change. Lastly, regarding sustainability, the field research supported the idea that some of the IGAs created by the girls as a result of POWER Africa VSLA membership are sustainable as all of the girls said they still have their IGAs and plan to continue them in the future. All of the girls also planned to continue their membership of the VSLAs. Findings also suggest that the POWER Africa program positively influenced social norms relating to what activities are considered acceptable for girls to take part in, male control over assets and that participants are more resilient to environmental and economic shocks as a result of their improved financial position.
