Évaluation des violences basées sur le genre au sein des refugiés centrafricains et leurs populations hôtes dans les départements de la Kadey et du Mbéré (Régions de l’Est et l’Adamaoua- Cameroun)

Depuis le début de la crise en République Centrafricaine (RCA) en 2013, le Cameroun a enregistré un afflux massif des refugiés centrafricains. En février 2016, ils sont estimés à environ 259 145 réfugiés accueillis dans 7 sites aménagés et les villages des Régions de l’Est, de l’Adamaoua et du Nord. Les régions de L’Est et L’Adamaoua seules abritent 97% des refugiés (voir ci-contre).

Une analyse Genre conduite par CARE en septembre 2014 et l’expérience sur le terrain ont fait ressortir une situation préoccupante en termes de protection notamment pour les femmes et les filles refugiées ainsi qu’une augmentation de l’incidence des cas d’agressions physiques et sexuelles envers les femmes, perpétrées par des membres de la communauté hôte ainsi que par les réfugiés eux- mêmes.

PROGRAMME QUINQUINAL MWANAMKE AMANI NA USALAMA (MAnU 2.0) RAPPORT D’EVALUATION MI-PARCOURS DU PROGRAMME EN RDC ET AU BURUNDI

Cette étude évalue le programme MAnU 2.0, contraction de Mwanamke, Amani na Usalama 2.0 (traduction de Femmes, Paix et Sécurité). Il s’agit d’un programme mis en oeuvre au Burundi et en République Démocratique du Congo, par un Consortium composé de deux organisations néerlandaises dont Mensen met een Missie (MM) (organisation lead) et CARE Nederland et d’une organisation régionale SPR (Synergie des Femmes pour la Paix et la Réconciliation des Peuples des Grands Lac), en partenariat avec des organisations nationales dans les deux pays d’intervention du programme. Il s’agit d’une évaluation à mi-parcours, puisque le programme couvre la période 2021-2025.
L’objectif global du programme est le suivant : « Les femmes et les filles en RDC et au Burundi participent de manière significative à la prévention, à la résolution, à la médiation des conflits, à la protection et à la consolidation de la paix ». Afin d’atteindre cet objectif, le programme met en oeuvre une stratégie axée sur des activités de sensibilisation et de réflexion, le renforcement des capacités des organisations de la société civile, des leaders communautaires, autorités locales et des réseaux de base ainsi que le lobbying et le plaidoyer aux niveaux local, provincial, national et régional pour accroître la participation des femmes dans les instances de prise de décisions.
Pour vérifier l’atteinte de cet objectif, IRSAC a mis en oeuvre une méthodologie mixte, combinant méthodes quantitatives (réalisées au moyen d’un questionnaire) et méthodes qualitatives (à travers l’organisation de Focus Groupes et d’entretiens semi-structurés), complétés par la recherche documentaire.
La présente évaluation s’est concentrée sur la pertinence, la cohérence et l’efficacité aussi bien du programme lui-même (la gouvernance du programme, le partenariat et le niveau d’atteinte des résultats) que de la stratégie mise en oeuvre.
L’étude a évalué l’efficacité de la structure de gouvernance de MAnU 2.0 et le partenariat au sein de MAnU 2.0 et vérifié la mesure dans laquelle cette structure a contribué à l’atteinte des objectifs du consortium en matière de participation effective des organisations partenaires et groupes cibles dans la prise de décisions. Quant au partenariat au sein et en dehors de MAnU 2.0, l’évaluation a analysé son caractère équitable et sa valeur ajoutée en matière de promotion de la Résolution 1325 du Conseil de sécurité des Nations Unies. Ce faisant, l’étude conclut que la structure de gouvernance MAnU.2.0, composée de différentes entités couvrant le niveau local jusqu’au niveau régional (cf. infra), offre aux groupes cibles la possibilité de participer et d’influencer la prise des décisions au niveau local jusqu’au niveau régional, à travers en particulier, leur participation dans les réunions des Equipes de Coordination Locale aux niveaux des axes ( Nord Kivu, Sud Kivu et Burundi) et que leurs points de vue peuvent être ramenés au niveau du CRG à travers les points focaux des axes qui participent aux assises du CRG. Women, Youth and Resilience Project Final Evaluation Outcome Harvesting: Understanding Changes in livelihoods, Gender Based Violence (GBV) and Government Accountability for Gender Equality.

The project was implemented by CARE International in Austria, Care International in Uganda, and two local partners, the Community Empowerment for Rural Development (CEFORD) and THRIVEGulu between 2021 and 2024 and is being followed up by a similar five-year project called the Gender Equality and Resilience Project (GEAR) to be implemented in Uganda and Rwanda. This is important to note as the findings from this final evaluation have implications for the programming of GEAR.
The main objective of this final evaluation is to assess effectiveness, impact and sustainability of the WAYREP project. It offers an understanding of the extent to which WAYREP achieved its stated objectives and it answers the five evaluation questions set out in the Evaluation Matrix (see Annex 2). The evaluation results will inform the programming of GEAR, WAYREP’s follow on program in Uganda and Rwanda.
The project successfully met its planned objectives, expected results, and indicators, demonstrated through the results below.
1.1: Enhanced Sustainable and Dignified Livelihood for Women and Youth
Over the five years, WAYREP significantly increased the average weekly income (49.6%) and by the end of the project, income gains surpassed the national average (Finding A). The increase in income was closely tied to an increase in confidence and self-reliance. While various groups of beneficiaries (e.g., refugees, youth, older beneficiaries, GBV survivors) experienced increases in their confidence, it was young women who experienced more significant gains in their self-confidence. These wins stemmed from their membership to savings groups and their newfound ability to earn an income (Finding H).
Although income gains were seen across beneficiary groups, gender and youth disparities were observed; men reported higher average earnings across Income Generating Activities (IGAs) compared to women

(Finding C) and younger beneficiaries in the 15-19 age group reported heightened engagement in income generation activities, compared to beneficiaries in the 20-30 age bracket (Finding B). While young people appear to have experienced more significant wins in participation, their average weekly income was lower than older beneficiaries (Finding D). Younger adults (20-30) were also less likely to develop business plans compared to older participants (31-45) (Finding E).
Specific differences were observed in Omugo Settlement in terms of income earning opportunities. Overall, in Omugo Settlement beneficiaries participated less in savings groups (Finding F) and were able to save less money compared to their peers in Arua City, Gulu City and Omugo Sub County. This is important, as the lower savings values have the risk of limiting refugees' ability to access capital to grow their businesses (Finding I). That said, South Sudanese refugees in Omugo settlement experienced unique wins from their increased economic status and improved their relationships with the host community. This is significant as it highlights the project's positive impact on social cohesion, particularly in locations where relationships between the refugee and host community relationships were strained (Finding F).
The final evaluation found that financial management practices and savings habits improved across all four locations. While most savings groups still preferred traditional savings systems that included a locked box kept in a member’s house, in Gulu and Arua City savers were experimenting with mobile savings that offered increased security, flexibility and accountability (Finding G). This points to the potential for greater exploration of mobile savings systems in GEAR, WAYREP’s follow on program, especially in locations which have already started to adopt this practice.
1.2: Evidence of WAYREP Achieving Reduced Acceptance for Gender Based Violence in Communities
The final evaluation found a decrease in experience of GBV from 28% at baseline (2021) to 20.7% at endline (2024) and a similar rejection of intimate partner violence (IPV), from 71.6% at baseline, to 77.1% at endline (Finding J). The project's strong focus on economic empowerment (Section 1.1 above) had a positive effect on the confidence and self-resilience of women and young (Finding H) which intern contributed to a positive shift in social norms and facilitated a reduction in the acceptability of violence (Finding K).
1.3: Evidence of WAYREP Providing Enhanced Support to GBV Survivors
The increase in GBV reporting (Finding L) suggests that survivors felt more comfortable coming forward, due to the project's efforts to raise awareness and improve survivors access to support. Beneficiaries reported there was now more support available for survivors of violence (Finding L) and improved access to mechanisms for expressing dissatisfaction with inappropriate treatment by local authorities or service providers (Finding M). The findings suggest that the project empowered survivors to seek help and enabled them to hold service providers to account (Finding L, M).
1.4: Evidence of WAYREP Achieving Increased Accountability by the Government of Uganda to Implement Relevant Frameworks for Women and Girls’ Protection and Rights
Women and girls across all four locations reported increased capacity to advocate for their rights (Finding N). The project had a strong contribution to this result and motivated and supported the Government of Ugandan (GoU) and key religious and cultural leaders to implement or strengthen frameworks to protect women's and girls' rights (Finding O). CARE Rapid Gender Analysis – North-west Syria: SACRIFICING THE FUTURE TO SURVIVE THE PRESENT

The war in Syria has fueled one of the world’s most complex protracted humanitarian crises. The combination of mounting insecurity, economic decline, environmental stressors and the Covid-19 pandemic has had a catastrophic impact. After 11 years of conflict, north-west Syria, which is home to more than 4.6 million people, continues to experience recurring waves of violence and forced displacement and disruptions in the provision of humanitarian assistance. Idleb governorate recorded the highest death rate as a result of the conflict countrywide in 2021, accounting for more than 19% of the national toll, followed by neighboring Aleppo with 18%.
More than 90% of Syrians live below the poverty line, compared with 10% before the start of the conflict, and as of the end of 2021, 60% of the population were food insecure, a 57% increase on the figure for 2019. The agricultural sector continues to decline, and average food prices have risen by more 97% in a year.
The situation in the north-west is even more acute. Food prices have gone up by more than 120%, further increasing households’ dependency on humanitarian aid.5 The ongoing food crisis is expected to significantly amplify stressors on the most vulnerable, particularly the region’s 2.8 million internally displaced people (IDPs), as well as female-headed households, widows, women in general and children.
All participants in this rapid gender analysis (RGA), including adolescents, identified food, livelihood and health support as their main needs. Adolescents also highlighted the need for better education opportunities. The conflict and severe economic strain have led to more women becoming main breadwinners, but social and cultural barriers continue to impede their greater participation in decision making in the household and the public sphere. Mid-term Review: Women, Peace, and Security in Yemen

The civil war in Yemen has led to the greatest humanitarian emergency in the world, disproportionately impacting women and girls. The crisis has further deepened gender inequalities and women’s vulnerabilities to violence and harassment. Further amplifying the situation are poor policy implementation, a shrinking civic space - particularly for women’s organisations - and a retreat in recent hard won gains around women’s voices and leadership within peacebuilding processes.

Despite these realities, the context in Yemen offers significant opportunities for advancing the Women, Peace, and Security (WPS) agenda. Recognizing this need and opportunity, SOS Foundation for Development (short: SOS Foundation), CARE Yemen, RNW Media, and two implementing partners (Manasati30 and Generation without Qat), as part of an international consortium led by CARE Nederland, have been implementing the WPS3 in Yemen since 2021. The WPS3 is a strategic partnership funded by the Dutch Ministry of Foreign Affairs (MFA) under the Strengthening Civil Society Policy Framework. It is a five-year initiative that seeks to contribute to lasting peace and to building a more equal society through addressing both women’s immediate needs and the underlying causes of their limited inclusion in relief, recovery and peacebuilding processes.

The Consortium commissioned Optimum Analysis to conduct a mid-term review of the WPS3 programme, covering the first half of programme implementation (1 January 2021 – 30 June 2023). The main purpose of the mid-term review is to assess the overall achievements and effectiveness of the WPS3 programme at the mid-point and provide recommendations on how the Partnership could be improved in moving forward. SELAM 1 Early Recovery and Socio-Economic Stability in Tigray: FPI MONITORING REPORT

In June 2023, Altai Consulting, the Third-Party Monitor (TPM) for the EU FPI, was tasked by the Nairobi Regional Team (RT) to research and
communicate the progress and impact on the ground of the project NDICI CRISIS FPI/2021/427-921 – “SELAM 1 Early Recovery and Socio-Economic Stability in Tigray”, implemented by CARE and REST.

The project is implemented in Tigray as part of a cluster of projects alongside CST and MdM projects also montiroed by Altai during this visit. These interventions focus on responding to Tigray’s post-war challenges, mostly related to livelihoods support, access to health services, and trauma healing.

The monitoring team looked to capture progress towards the project’s intended objectives at the mid-stage of its implementation. During an earlier monitoring conducted in December 2022, the Altai team found that progress had stalled due to security challenges on the ground but that the projects were gaining momentum due to the peace agreement signed in November 2022. Enquête communautaire sur la contraception et les soins après avortement

CARE, en collaboration avec RAISE, avait commencé à appuyer le ministère de la Santé Publique (MSP) de la République Démocratique du Congo (RDC) pour fournir des services contraceptifs au sein de la zone de santé de Kasongo dans la province du Maniema en 2009. Le programme SAFPAC, L'appui facilitant l’accès à la planification familiale et soins post avortement en situations d’urgence, appuie 19 structures sanitaires dans les zones de santé de Kayna, Lubero, Butembo et Kasongo (Provinces du Nord Kivu et du Maniema) couvrant une population d’à-peu-près 320.000 personnes entre 2011 et 2015. Actuellement, le programme couvre 48 structures sanitaires au sein des zones de santé de Lubero, Kayna et Butembo en province du Nord Kivu, servant une population de 915.538 personnes.

Pour promouvoir la capacité des femmes et adolescentes de prendre conscience de leurs droits d'accès aux services de santé de la reproduction de haute qualité dans cet environnement complexe, la stratégie de CARE porte sur quatre grands domaines d'intervention: 1) formation clinique basée sur les compétences complétée par des suivis et coaching des prestataires ; 2) pourvoie et appui à la chaine d’approvisionnement en contraceptifs et consommables médicaux ; 3) supervision basée sur les données en partenariat avec les autorités sanitaires locales ; 4) engagement des communautés à appuyer l’accès des femmes aux services de santé de la reproduction. Le programme CARE met l’accent sur une gouvernance par la communauté et se focalise sur les adolescents. Ces importantes approches transversales sont reflétées dans ce travail de santé de la reproduction par le biais d’une intensification de la mobilisation sociale visant les adultes et les adolescents pour faciliter l’accès à la contraception des adolescents, une représentation des communautés dans la gouvernance de la santé au niveau des structures sanitaires et des zones de santé, et les apports au niveau des parlements de jeunes focalisés vers les activités des adolescents là où c’est faisable et approprié comme par exemple parmi les déplacés aux environs de Goma dans le Nord Kivu.

En 2016 RAISE et CARE ont conduit une enquête communautaire pour évaluer le niveau des connaissances, les attitudes et comportements de femmes en ce qui concerne la contraception et les soins après avortement dans les zones de rayonnements des structures sanitaires appuyés par CARE au sein des zones de santé Lubero et Kayna dans le Nord Kivu. Les résultats clés de l’étude de base de l’initiative « Voix Collectives des Femmes » sont présentés par résultat.
 Résultat 1 : La société civile est redynamisée via la structuration les Associations Villageoises d'Epargne Crédit (AVEC) en fédérations et le renforcement des capacités de leurs membres.
Le mouvement associatif féminin occupe un espace politique indéniable et compte un nombre important ’organisations faîtières. CARE International au Mali a mis en place plus d’une cinquantaine de réseaux villageois et une trentaine de réseaux communaux dans les régions de Ségou et Mopti. Les capacités de ces réseaux MJT ont été enforcés sur les techniques de plaidoyer et de négociation sociale, de leadership, de la planification, le suivi et la réponse à la crise alimentaire, etc.
Dans les sept communes enquêtées sur les 14, on compte 69 conseillères communales, soit 26% des élus communaux. Dix-huit (18%) des femmes, membres d’un parti politique, estiment être en mesure d’influencer les décisions au niveau de la communauté et non au niveau régional ou national.
Neuf personnes sur dix (9/10) des enquêtées font partie d’une association communautaire de base dont la plupart sont membres des groupements MJT créer par CARE MALI, soit 84%. La proportion des femmes enquêtées qui sont membre d’un organe décisionnel au niveau des collectivités territoriales et qui estime être capable d’influencer les décisions au sein de la communauté est de 48%. En effet, 26% affirment pouvoir influencer beaucoup les décisions au sein de la communauté, 19% modérément et 2% estiment qu’elles n’exercent aucune influence sur les décisions prises au sein de la communauté. Call to Action Field Implementation (CAFI) II

CAFI seeks to catalyze the Call to Action on Protection from Gender-Based Violence in Emergencies (CTA) on the ground. The project works with women-led organizations (WLOs) to drive change and foster Gender-Based Violence (GBV) prevention, risk mitigation, and response in humanitarian emergencies.

In 2013, governments, donors, and humanitarian organizations launched the CTA, to fundamentally transform how GBV prevention, risk mitigation, and response are addressed. The CTA aims to strengthen accountability in policies, systems, and mechanisms.
The partnership has grown to more than 100 members, but consolidating CTA implementation in the field is a key gap that needs to be addressed. As a result, CAFI was launched to advance the Call to Action 2021- 2025 Road Map on the ground.
What are the main objectives of CAFI?
● Catalyze increased representation and leadership of women and girls, specifically WLOs, in decision making structures and humanitarian assistance
● Amplify GBV expertise: scaling existing capacity of WLOs
● Address GBV root causes and coordinate effective response and risk mitigation
How does CAFI work?
CAFI aims at contributing to WLO strengthening through capacity-sharing approaches between partners. WLOs are engaged from the beginning, allowing them to co-create and adapt the project according to their needs and contexts and ensuring
accountability and women’s voice and leadership throughout the whole project cycle.

CAFI works through a consortium of 10 WLOs across Latin America and the Caribbean, West and Central Africa, the Middle East/North Africa, and Europe, who coordinate national networks of WLOs: Arab Women Organization (AWO) of Jordan, Baghdad Women Association (BWA) in Iraq, Center Women’s Perspectives (CWP) in Ukraine, Comité des Jeunes Filles Leaders (COJEFIL) in Niger, Dynamique des Femmes Juristes (DFJ) in the Democratic Republic of the Congo, Fundación
