Pastoralist Areas Resilience Improvement and Market Expansion (PRIME) Project Impact Evaluation
The Pastoralist Areas Resilience Improvement and Market Expansion (PRIME) project was implemented from October 2012 to September 2017 in one of the most shock-prone areas of the world, the drylands of Ethiopia. A key project goal was to enhance the resilience of households to shocks. In particular, it aimed to enable households to withstand and recover from the recurrent climate-related shocks—mainly drought—to which they are exposed.
This report has drawn on the data collected as part of the PRIME Impact Evaluation (IE) Baseline and Endline Surveys, as well as two Recurrent Monitoring Surveys, to meet three objectives:
(1) Document the changes that have taken place over the project’s implementation period in key resilience-related variables (shock exposure, livelihoods, resilience capacities, coping strategies, wellbeing outcomes, and resilience);
(2) Determine whether the project’s resilience-strengthening interventions served to strengthen households’ resilience to shocks;
(3) Identify which resilience capacities—including specific absorptive, adaptive, and transformative capacities—were strengthened, and by which types of interventions, in order to inform and enhance the effectiveness of future resilience-strengthening projects.

FEASIBILITY STUDY FOR THE PROJECT “NEW ECONOMIC OPPORTUNITIES FOR RETURNEES AND LOCAL PEOPLE IN SOUTH-EAST SERBIA”
This study has been elaborated in order to respond to the needs of CARE International Balkans for the design of the project “New economic opportunities for returnees and local marginalised local people in South-East Serbia”. The research is comprised of several approaches with the aim to deliver sufficient information and data on prospects for the successful implementation of the planned action: information on possibilities for socio-economic inclusion of returnees (in Serbia) and prospects of economic improvement for other groups of citizens vulnerable to migration to western countries.
Purpose of this study is to provide a sound basis for developing a project concept and proposal, by identifying project preconditions, opportunities and risks for its implementation. This study provides relevant information on the socio-economic status of returnees and vulnerable local population, their capacity for economic engagement and employment, access to the labour market, as well as economic potential of local business environment.
CARE International Balkans as the lead organization has selected two partners from civil society organizations, ENECA and NEXUS, as project partners which are situated in the regions in which the project would be implemented. The initial project idea has defined geographical coverage which would include 6 administrative districts in Serbia, concentrated in South East Serbia (districts of Pcinj, Jablanica, Nis, Pirot, Bor and Timok). According to the Population Census conducted in 2011 in Serbia, the population of 6 identified districts totals to 1 089 142 inhabitants of which 481 576 are females. These 6 districts make up 15.15% of the overall population of Serbia according to the 2011 Census. Of the 32 local self governments, 21 are classified in the 4th category of development, 5 are in the 3rd category of development, 4 are in the 2nd category and only 2 (Nis and Bor) are in the 1st category of economic development defined by the Regional Development Agency of Serbia. Additionally, a large number of the LSGs in the 4th category are additionally classified into the group of devastated areas/LSGs.

Bersama Menuju Keadilan (BUKA) or Towards Fairness Together SELF-EVALUATION REPORT
Bersama Menuju Keadilan (BUKA) or Towards Fairness Together is a Yayasan Care Peduli (CARE) project which was implemented in West Java from July 2018 to October 2020.1 The project was implemented in Sukabumi and Bandung districts and was implemented by CARE and the Trade Union Rights Center (TURC). The project partnered with 7 trade unions in 21 factories across the two districts.
The goal of the project was to improve working conditions in garment factories in West Java through evidence-based negotiation and collective bargaining between unions and factory management using publicly available data. The project aimed to improve the capabilities of women garment workers and their unions to collect, analyse and use publicly available data in negotiation and collective bargaining with factories, resulting in particular in more gender-responsive Collective Bargaining Agreements (CBA). The project was designed on the assumption that publicly-available data could be used as the basis for evidence-based negotiation and bargaining between unions and factories, and that this form of evidence-based bargaining based on public data would lead to more successful bargaining and improved working conditions. The project also aimed to ensure that the evidence-base, data and lessons learned from the project became accessible to the wider labour movement and civil society in Indonesia.
An emphasis on gender justice was mainstreamed within the project objective, outcomes and activities. Women constitute the majority of the garment sector workforce in Indonesia and they are disproportionately impacted by worker’s rights abuses and face differential impacts on the basis of their gender. Women are also inadequately represented within union leadership and in collective bargaining, resulting in their voices and experiences not being reflected in the outcomes of bargaining. The project prioritised building the capabilities of women union members in particular on data and bargaining skills, encouraging the presence of women within negotiation and bargaining teams, developing a peer network of women leaders, strengthening union understanding and identification of the disproportionate and differentiated impacts of poor working conditions on women, and supporting the agreement of CBAs which are more responsive to those realities. Baseline of “Mujeres en Empresa” project
This Baseline Report of the Women in Business-Strengthening the Approach Project provides information on the initial values of the project indicators within the entire results chain, at the level of result, effect, process and product. This project corresponds to a third implementation phase that runs from April 2020 to March 2022, after two previous stages and successive development. The purpose of this project is "To scale the business entrepreneurship models of women developed by the project, through investment and commitment from the public and private sectors", through an intervention in 34 districts located in three regions ( Piura, Junín and Huancavelica).

Evaluation finale du Programme d’Amenagement du Delta Interieur du Niger (PADIN-II)
The Inner Niger Delta Development Program (PADIN-II) in the Mopti Region has been implemented in 24 Communes classified as vulnerable in four Circles of the Mopti Region in Mali. The program, lasting more than five years (Sept. 2013-June 2019), was implemented by a number of stakeholders: technical services and governorate, municipal authorities, NGOs and farmers' organizations. The NGO CARE-Mali was the main operator of the program, which was funded by the Embassy of the Netherlands in Bamako to the amount of 7.87 billion FCFA. The goal was to improve the living conditions of 20,000 households (or 120,000 people) of agro-pastoralists and fishermen in the Inner Niger Delta (DIN) and Sourou. The report is 104 pages long. Sustainable Transformation of Egypt’s Aquaculture market System (STREAMS)
The Sustainable Transformation of Egypt’s Aquaculture Market System (STREAMS) project was designed with the overall goal to increase production of inexpensive, nutritious and safe fish from sustainable aquaculture systems to help improve the health and nutrition of Egypt’s resource-poor while creating employment and increasing incomes along the aquaculture value chain. The project was funded by SDC, under domain 2 “Economic Growth” and managed and implemented by WorldFish in partnership with CARE as a sub-contractor and in cooperation with the Ministry of Agriculture and Land Reclamation in five governorates namely: Kafr-El-Sheikh, Fayoum, Behera, Sharkia and Menia. The project “Economic Strengthening for a Sustainable Return to Kosovo”, being implemented over a period of 24 months, from July 11, 2018 to July 11, 2020. It is funded by the Delegation of the European Union to the Republic of Serbia and implemented in Serbia, specifically South Serbia, Pcinja District, the City of Vranje, and municipalities Vladicin Han, Surdulica, Bosilegrad, Trgoviste, Bujanovac and Presevo, by CARE and local CSO Nexus as a project partner, and municipality of Vranje, as the supporting project partner.
The overall goal of the project is to enable IDPs and returnees from the readmission process to exercise their full rights, supported by enabling migration policies and processes in Republic of Serbia. This wider impact is planned to be achieved through reaching the specific objective - to support the sustainable process of return to Kosovo, for IDPs and readmissions - persons returned to Republic of Serbia according to the Readmission Agreement in the process of reintegration. The Action was envisaged to provide actions to support a sustainable return of beneficiaries interested to move their households and businesses to Kosovo*. As the narrative interim report demonstrated, there were some alterations in the setup of the project as a result of external political circumstances, which influenced these activities.

TVET and Higher Education for Boosting Road Infrastructure Development and Growth of Energy Services (THE BRIDGES) Project Final Report
CARE Somalia/Somaliland was funded by the European Union (EU) to improve the technical skills of the youth in roads and energy service sectors. The Technical and Vocational Education Training (TVET) and Higher Education for Boosting Road Infrastructure Development and Growth of Energy Services (THE BRIDGES) project aim to support the Government of Somalia/Somaliland plans to enhance inclusive economic growth and reduce poverty. The project aims to assist in the development of high-quality skills both for gainful employment and sustainable economic development. To meet labor demands in road infrastructure and energy sectors, the project further aims to strengthen TVET and Higher Education (HE) to offer high-quality solutions responsive to the changing market situations in the selected priority sectors of the economy. Given the increasingly dynamic employment market in Somalia/Somaliland, there is a need for high-quality competency-based skills development. The BRIDGES project sought to enhance the development of national and local capacities of TVET, and Higher Education linked to the road infrastructure and energy sector services. Las mujeres migrantes y refugiadas venezolanas y su inserción en el mercado laboral peruano: dificultades, expectativas y potencialidades
El trabajo se centró en las regiones de Lima y Callao, La Libertad y Piura, utilizando una aproximación metodológica mixta. A nivel cuantitativo, se analizaron los resultados de la encuesta realizada por CARE Perú, acerca de los medios de vida, medios de protección y salud mental de la población migrante venezolana de Lima y Callao, Piura, La Libertad y Tumbes a inicios de 2020. Con un marco muestral de 503 casos, se obtuvo una perspectiva general sobre diferentes aspectos de la situación laboral de las mujeres migrantes venezolanas en las regiones de estudio. A nivel cualitativo, se realizaron 33 entrevistas semi-estructuradas, que permitieron ahondar en las percepciones de las mujeres venezolanas y de las y los empleadores peruanos. Dada la situación de emergencia sanitaria, a raíz del COVID-19, las entrevistas se llevaron a cabo vía telefónica.
Con respecto a la condición migratoria de esta población, los principales hallazgos son los siguientes: Alrededor del 66% de las mujeres encuestadas tienen entre uno y tres años en el país, lo que coincide con el aumento de los flujos de ingreso durante los años 2018 y 2019. Por su parte, en relación a la documentación migratoria, de las mujeres venezolanas que se encontraban en situación regular, el 56% de ellas contaban con PTP, mientras que el 35% con carné de extranjería.
