El sistema educativo peruano se caracteriza por brechas de aprendizaje que afectan a las escuelas multigrado rural, y están vinculadas a problemas de calidad en el servicio educativo. A esta brecha educativa se le sumó en 2020 la crisis sanitaria del COVID-19 que supuso la suspensión de clases y la implementación remedial de una propuesta educativa remota a nivel nacional, denominada “Aprendo en Casa”.
El proyecto APRENDEMOS+ CRECEMOS Y EMPRENDEMOS SIEMPRE es la respuesta educativa de CARE Perú para mejorar los aprendizajes de las Instituciones Educativas de nivel primaria multigrado en ámbitos rurales durante el estado de emergencia del COVID-19, en el marco de la educación a distancia. El proyecto se implementó en escuelas rurales de Amazonas y Cajamarca en 2019. En 2020, se implementó en 115 instituciones educativas multigrado y/o unidocentes de las regiones de Amazonas, Cajamarca, Huánuco y Pasco. CARE Rapid Gender Analysis (RGA) Mopti Mali April 2020
The ongoing crisis in Mali has led to levels of socioeconomic disruption and displacement at an unprecedented scale. There are numerous factors that contribute to aggravate/worsen the situation - political crises, decades of drought, structural food insecurity, climate change, high rates of poverty, and high rates of youth unemployment. In many areas traditional livelihoods have been usurped by political conflict or by drought, causing extremely high rates of displacement and food insecurity. Since 2017 there have been significant increases in violent attacks and rates of displacement, and the crisis continues to grow in scope and scale into 2020 (OCHA 2020).
The first few months of 2020 saw escalating violence and conflict, leading to a sharp rise in internal displacements, the continued disruption of markets, and a deterioration in the supply of basic social services. The results from the recent food and nutrition security analysis (Cadre Harmonisé, November 2019) indicate that from October to December 2019, 648,330 people are estimated to be food insecure – representing an increase of 250 percent compared to the same time last year (WFP 2020).
Mali is a highly patriarchal society, with institutionalized gender inequality that marginalizes women. The effects of the crisis have not affected all equally, and there is significant evidence that there are significant differences, with the resources, rights, and afforded to women, men, boys, girls, and other groups of individuals, requiring different coping strategies. High levels of diversity in ethnicity, socioeconomic status, and circumstance within communities bring about important intersections between power and vulnerability that further prioritize and marginalize certain individuals. As the crisis in Mali continues to rapidly evolve, it is critical to ensure that humanitarian interventions are designed to respond to the needs of women, men, boys, girls, people with disabilities, and other vulnerable groups.
To better understand the experiences of women, men, boys within this highly dynamic and rapidly evolving crisis, CARE Mali conducted a Rapid Gender Analysis in March 2020, with the objective of analysing and understanding how the insecurity and conflict in the Mopti region has influenced women, men, girls, boys, people with disabilities, and other specific groups; as well as to identify and propose solutions to limitations women face to full participation in decision making; and to provide practical advice to decision-making to improve gender integration in humanitarian response programming and planning. Of key importance was the generation of recommendations to the Harande program, a USAID Food for Peace program being led by CARE and implemented in the Mopti region from 2015-2020. Read More...

DEC Indonesia Tsunami Appeal Phase I & Phase II Final Evaluation Report
Yayasan CARE Peduli (YCP) has been implementing a 25-month program of DEC-funded Indonesia Tsunami Appeal Phase I and Phase II, running from 1 October 2018 through 31 October 2020. The project aims to help secure livelihoods recovery for the most vulnerable households in Central Sulawesi who were affected by the major earthquake and tsunami in 2018.
In DEC Phase 1, the emergency response was delivered in the sector of WASH and Shelter to support the disaster-affected people. In DEC Phase 2, the recovery period focused in WASH and livelihood programs, particularly for female-headed households. In both phases, YCP was working in collaboration with PKPU/ HI, as local implementing partner. Overall, the DEC provided supports with the amount of about USD 1 million for 25-months project period and reached to more than 28,000 people.
This evaluation is to provide a comprehensive analysis of the project’s achievements, lessons learned, and recommendations for future actions for similar project within YCP. The evaluation focused on research questions that assess criteria in Core Humanitarian Standards: Appropriateness & relevance; Effectiveness; Timeliness; Strengthening of local actors; Communication, participation and feedback; Coordination with and complementarity to other actors; Continuous learning and improvements; Support for staff; and Management of resources, as well as assessing cross cutting Issues, consists of: Gender sensitivity; Social inclusion and; Accountability.

Evaluating Systems-level change and impact Findings from the evaluation of the Seizing the Moment project in Ethiopia
CARE’s ten-year strategy, Vision 2030, seeks to deepen the organizational focus on systems-level change and impact, recognizing that this is essential to expanding CARE’s reach and fulfilling our mission to save lives, defeat poverty and achieve social justice. To support this, CARE launched a systems-level impact initiative to measure the effect of our programs that have influenced or changed systems, and the impact of this systems-change on people’s lives. Le Mali comme plusieurs pays de la sous-région ont entrepris des reformes, visant à assurer à tous les citoyens, y compris les femmes et les autres groupes marginalisés, un accès plus sécurisé à la terre et aux ressources naturelles. Malgré ces actions efforts, l’application sur le terrain des lois relatives au foncier connaît de sérieuses difficultés. C’est ainsi que depuis quelques années, les institutions internationales, les ONG dont Care, les groupes de pression et les associations de femmes réclament une meilleure prise en charge
par les autorités des véritables problèmes qui entravent l’accès équitable des femmes à la terre et aux autres ressources naturelles et qui constituent un obstacle à une meilleure productivité économique et au progrès social.
Pour Care les sociétés ne peuvent prospérer durablement quand la moitié de leur population voit ses droits bafoués. Il est donc nécessaire d’équilibrer les relations entre les femmes et les hommes. C’est dans cette perspective que CARE Mali a commandité une l’étude « Accès des femmes et des filles au foncier dans les zones d’intervention du projet PFE-GS », étude dont les résultats attendus sont les suivants :
o Les cause socio-culturelles et politiques qui déterminent les difficultés d’accès des femmes
et filles à la terre sont cernées ;
o Les causes/déterminants potentiels sont analysées et des leviers (axes d’intervention) sont
proposés au projet ;
o Les manifestations/conséquences de cette difficulté d’accès des femmes à la terre sur
leurs conditions de vie sont identifiées ;
o Les lacunes qui persistent dans ces stratégies/actions de plaidoyer sont identifiées et des
propositions de solutions pertinentes sont identifiées ;
o Les femmes ont donné leurs appréciations de cette situation ;
o Les actions de plaidoyer menées par les femmes sont identifiées ainsi que les effets de ces

For Active Inclusion and Rights of Roma Women in the Western Balkans (FAIR II) Project Baseline Report
35 page baseline assessment of the FAIR II project is being implemented in Bosnia and Herzegovina (BiH), Serbia and Montenegro by CARE and three established local Roma women lead civil society organization and presents a continuation and upgrade of CARE Balkans focus on empowering Roma women and girls to become agents of change in their families and communities, but also contribute to improved structures and practices addressing women’s rights and social inclusion, on national and regional levels. The intention is to impact directly lives of at least 7,000 people, mainly Roma women and girls and men and boys in 27 Roma communities in the three target countries through a wide range of mutually intertwined and reinforcing activities. This assessment is an initial information base, but also a set of recommended actions to be addressed by the project team, partners included, and as such used as a tool for monitoring project’s progress and effectiveness.

FINAL NARRATIVE REPORT – Far Ban Bo – Protecting Fisheries Livelihood
The Far Ban Bo (FBB) is a four (4) year project with funding support from the European Union (EU). The project is implemented in thirty (30) districts in four coastal regions of Ghana (Western, Central, Greater Accra and Volta Regions) and one inland region. Specific project pilots are implemented in four (4) coastal communities (Dixcove, Anomabo, James Town, and Keta) and one inland community (Kpando-Torkor). The overall objective of the Far Ban Bo Project is to contribute to sustainable fisheries resources management to improve food security and nutrition and livelihoods of smallholder fishers and other users of fishery resources. The specific objective is that smallholder fishers and processers benefit from equitable and sustainable rights-based fisheries resources management. ECD Program Impact Evaluation Report
The long-term impact aim of the program was to improve comprehensive developmental outcomes, as defined by the Essential Package, for children under five years of age. The aim of the research into the program was to evaluate program impact through nested quantitative and qualitative studies with the ultimate objectives of: i) Assessing whether the ECD program improved child development and nutritional outcomes and, if improvements did occur, ii) Determining which program components contributed significantly to that impact in the different environments.
