Abdiboru Project Mini-Assessment Report
Improving adolescent reproductive health and nutrition through structural solutions is a project to be implemented in West Hararghe zone, Oromia, Ethiopia. The project is implemented in four selected woredas of West Hararghe Zone: Chiro, Boke, Mesela and Anchar. It is a five-year project running from October 2015 to September 2020.

Informe de Evaluación Proyecto Gobernabilidad del Agua + Género
Las OMAS (Oficinas Municipales de Agua y Saneamiento) han sido creadas con creadas con el propósito de fortalecer la gestión sostenible y la prestación de los servicios de agua potable y saneamiento en el ámbito urbano y rural. Articula la respuesta a la demanda social de manera coordinada con los esfuerzos municipales y de entidades nacionales e internacionales que intervienen en el municipio. En Guatemala no existieron hasta hace una década. Antes de las OMAS, las oficinas de gobiernos locales no tuvieron personal específicamente encargado de garantizar el funcionamiento de los sistemas de agua. Helvetas ayudo a aperturar la primer OMAS en el año 2007 en el departamento de San Marcos. Antes del 2007 y desde el 2000 al 2004, CARE trabajó con dos municipalidades para establecer Oficinas Forestales Municipales (OFM) que tenían como objetivo la protección y conservación de recursos naturales, incluyendo el recurso agua. CARE implementó un modelo a través del cual se encargó de proveer asistencia técnica y financiera (reduciendo % de salarios a través del tiempo), mientras que el Instituto Nacional de Bosques (INAB) se encargó de la promoción política + asistencia técnica y las municipalidades de proveer espacio para la oficina y absorción progresiva de costos salariales del personal. En el año 2012, CARE Guatemala fortaleció el modelo OMAS a través de la capacitación del personal en temas técnicos de operación y mantenimiento de los sistemas de agua y conservación de los bosques, así como elementos de administración, transparencia y finanzas. CARE también contribuyó en la implementación de tres OMAS adicionales en el departamento de San Marcos. En el 2012, había menos de 10 OMAS en San Marcos. Hasta agosto de 2018, 28 de los 30 municipios de San Marcos han establecido OMAS. Actualmente hay 117 OMAS (o equivalente a OMAS) en Guatemala de los 340 municipios del país. TATWEER “Livelihood Security and Civil Society Strengthening in the OPT.”
TATWEER was implemented from May 2009 - April of 2015 utilizing partnerships with three Palestine NGOs (Applied Research Institute-Jerusalem (ARIJ), Economic and Social Development Center of Palestine (ESDC), and New Farm Company (NFC). The project was implemented to help devastated farmers begin to regain food security in the Jenin and Tubas regions. Working for impact in Papua New Guinea: CARE International’s portfolio review
This review focuses on CARE International’s program portfolio in Papua New Guinea (PNG) over the past five years (2013-2018). CARE’s goal in PNG is to achieve significant, positive and lasting impact on poverty and social injustice in remote, marginalised rural areas through the empowerment of women and their communities and through effective partnerships. CARE has worked in PNG since 1989 and now has offices in Goroka in Eastern Highlands Province, Mt Hagen in Western Highlands Province, Buka in the Autonomous Region of Bougainville (ARB) and an office in Port Moresby.
Over the past five years, CARE’s program in PNG has worked in multiple areas: sexual, reproductive and maternal health, community health promotion, awareness and behaviour change; inclusive governance; women’s economic empowerment; climate change adaptation and disaster risk reduction; and emergency response. EMERGENCY FOOD SECURITY PROGRAM: FINAL EVALUATION REPORT
This report provides the results of the final evaluation of the Emergency Food Security Program (EFSP) implemented in twelve districts within the four regions of Sool, Sanaag, Galgaduud and Mudug that was conducted during July and August 2019.
Over and above the program performance parameters, the beneficiaries overwhelmingly indicated that the program had had significant positive impacts. The program was considered timely as it was delivered when beneficiaries were getting into months of food insecurity. When asked whether the cash transfer had improved their livelihoods, 93% of the household survey respondents reported that their livelihoods had improved, mainly in terms of improved purchasing power (93%), ease of meeting their basic needs (78%), better social status (22%), better and more recognition (17%), taking children to school (14%), access to healthcare (9%) and in other (non-described) areas (7%). In the household survey, 94% of the respondents received three cycles of the correct amount, whilst 5% who were targeted under the Rapid Response Fund (RRF) received two cycles enabling households to purchase their preferred foods, at least 25Kg of rice, 25Kg of sugar, 25kg wheat flour, 3kg of cooking oil, 10kg of pasta and some vegetables.
The program had a positive impact on the 52,299 households enrolled. The programme resulted in a reduction of distress coping strategies, with an average rCSI of 12.8 reducing from 20.4 at the program baseline. This supports the effectiveness of the program in enabling the beneficiaries to reduce the number of negative coping strategies that they were previously employing in order to meet basic household needs. In addition, as planned, all the households used the cash transfer to meet their basic needs, with 97% of them using the cash transfer to purchase food for the household, indicating that the cash intervention has directly contributed to the enhancement of the household food security during the drought. Trend analysis shows that throughout the program there was a downward trend of the rCSI scores, while there was an increase of household dietary diversity index to 20.4 compared to the baseline of 12.8. Similarly, an analysis of household hunger shows that in general the beneficiaries were experiencing little to no hunger, with only 13% experiencing moderate hunger and 86% of households experiencing little to no hunger. This again indicates that the programme has achieved positive outcomes.
While the evidence suggests that the program generated a number of positive impacts, across many domains, demonstrating effective and efficient implementation, and that the beneficiaries used the cash as per the original objectives of the program, households continue to faces challenges in their capacity to fully recover from the impacts of conflict and drought. Increasing the scale of interventions and developing additional holistic livelihood strategies for the target areas, creating linkages with market-based interventions and improvement in access to water, education and healthcare, experimenting with graduation models combined with local savings (VSLAs) were among some of the areas identified for improving future programming. Regional project FAIR III “ For Active Inclusion & Rights of Roma Women in the Western Balkans III”
This intervention builds on extensive CARE’s expertise and experience in facilitating process related to women’s empowerment and gender equality across the globe and in the Balkan region. It also intends to scale up approaches and models that have proven successful over the last six years of the FAIR projects’ implementation (FAIR and FAIR II). The project seeks to empower Roma women and girls to be free and able to exercise their rights to live a healthy, dignified life free from violence, inequality and discrimination with support from their partners, families and communities in Bosnia and Herzegovina, Serbia and Montenegro. This will be accomplished through four output level results that need to be met for the longer-term changes to happen, they are inter-connected and mutually reinforcing since only in that way the outcome can be accomplished.
The first one (Output 1) refers to the enhanced capacities of Roma CSOs, youth and key community actors to practice and promote gender equitable, healthy and non-violent lifestyle with help of tested models and approaches. Under the second expected result (Output 2) Improved access to and provision of services for Roma, Egyptian (RE) women and girls (in particular on SRMH, GBV and Education) will be ensured through strengthening of the Roma CSOs and the existing participatory accountability community mechanisms. Output 3will enable three national-level Roma women networks to be active and contribute to the effective functioning of the regional Roma Women Balkans Network and its enhanced efforts towards Post 2020 EU Roma Integration Agenda. In the last expected result (Output 4), Roma women and girls, CSOs and Networks are part of the regional and global social movement initiatives promoting and advocating for gender equality and (minority) women’s rights. The project will directly target 26,150 people in total –aiming at 85% Roma and over 60% women and girls. Data collection under this project will be disaggregated by sex, age and ethnicity, whenever possible. Over20,000 people are expected to be reached in the three target countries through a series of promotional activities. Final Beneficiaries will include about 78,000 people in the 3 target countries based on the assumption that each target group person will reach out to at least 3 persons in his/her direct environment.
