Beyond Economic Empowerment The Influence of Savings Groups on Women’s Public Participation in Fragile and (post) Conflict-Affected Settings
Promoting women’s meaningful participation and influence in governance processes in fragile and (post) conflict-affected settings (FCAS) is necessary to achieve inclusive development. Existing evidence suggests that by economically empowering women, they will be able to better participate in public decision-making processes. One such mechanism for women’s economic empowerment in Sudan is through Village Savings and Loans Associations (VSLA), which are savings groups that offer women a space to come together to save money, take out small loans, and make investment decisions.
The mixed methods study conducted in seven villages across three states (East Darfur, South Darfur, and South Kordofan) sought to answer the research question “To what extent does women’s participation in savings groups affect their public participation in governance or decision-making processes?” Additionally, this study investigated the differences between women who participated in VSLAs under the Every Voice Counts (EVC) and Latter Day Saints Charities (LDS) Recovery Support for Vulnerable Households programmes as well as the differences from participation in different community groups (VSLAs, community advocacy groups, and other community-based organisations). These comparisons helped to offer an explanation of how different programmatic approaches from civil society and different community groups did or did not affect women members’ public participation.
Through the findings of this study, it can be concluded that indeed women’s participation in savings groups (VSLAs) affects their public participation in community governance structures and decision-making. The extent, though, is dependent on a variety of factors including the gender composition of the VSLA, the support of family and community members, the support and resources contributed by programmes and partners, social norms and exclusionary practices within the communities, and the will of the women members themselves. Advocacy and Influencing Impact Reporting Tool Yemen
This tool has been developed to gather further information and evidence on CARE’s advocacy or influencing win. At CARE, advocacy is defined as “the deliberate process of influencing those who make decisions about developing, changing and implementing policies to reduce poverty and achieve social justice.1” Influencing and advocacy can go beyond government policies, it can include influencing governments, donors or NGOs to adopt a CARE program model or influencing the private sector to change their company policies or operating practices.

Gender Equality and Women’s Empowerment Project Rwanda (GEWEP II)
The present report summarizes the findings of the end line study conducted to measure the progress of key project outcome indicators against the baseline values of Gender Equality and Women Empowerment Programme (GEWEP) II and the status and progress in women’s empowerment in the GEWEP II project zone of influence.
GEWEP II is a four years (2016-2019) project funded by NORAD through CARE Norway and implemented by a consortium of three Local Non-Government Organization (LNGOs) namely Association Rwandaise des Travailleurs Chrétiens Féminins (ARTCF), Rwanda Men’s Resource Centre (RWAMREC), Pro-Femmes Twese Hamwe and CARE International in Rwanda as a lead partner. GEWEP II builds on GEWEP I (2014-2015) and on Women’s Empowerment Programme (2009-2013) and has the main purpose of empowering women and girls facing poverty, inequality, violence and social exclusion to claim and realize their human rights. Rapport Narratif Renforcement des Actions de Nutrition- Actions Integrees de Nutrition et Aliemntation (RAN-AINA)
Ce rapport expose les réalisations du projet RAN‐AINA durant le premier semestre de la troisième année de mise en œuvre c’est‐à‐dire de janvier à juin de l’année 2017. Le projet RAN‐AINA était élaboré pour renforcer les actions en Nutrition de AINA, mais ce premier semestre est celui au cours duquel RAN‐AINA s’est retrouvé « seul » sur terrain vu que la mise en œuvre de AINA par CARE s’est arrêtée le 31 décembre 2016. Ce premier semestre mesure ainsi les retombées des actions des deux projets au sein de la population cible des 88 Fokontany d’intervention. En considérant l’évolution du Taux d’insuffisance Pondéral (TIP) sur les premiers semestres des années 2016 et 2017, représentée par le graphique suivant, l’effet de l’adoption des bonnes pratiques nutritionnelles et d’hygiène diffusées se fait ressentir au sein de la communauté. Ce taux a accusé une baisse moyenne de 15 points entre les deux périodes.

Understanding the Policy Environment for Scaling Farmers’ Field Business School in Nepal: A Gender Focused Context Analysis with a Focus on Local and Sectoral Governance
The objectives of the Rupantaran project are to enhance dignity and self-esteem with livelihood promotion of Farmer Field Business School (FFBS) groups especially landless, women and Dalits, and other marginalized communities. The project is transforming the knowledge and skills of Small Holder Women Farmers (SHWFs) through the ‘Krishak Pathshala’ (Farmer Field Business School) model based on the ‘Learning by Doing’ approaches at the community level, and beneficiaries are taking the project positively and participating in FFBS model in their respective community.
The study is implemented by National Farmer Group Federation (NFGF) in partnership with CARE Nepal. The primary purpose of the study is to carry out a gender-focused context analysis to understand the policy environment and governance context with a focus on the local governance and sectoral governance of associated sectors with the FFBS scale-up, specifically agriculture, food security, climate change adaptation, nutrition, and markets. The study is focused on structure, institutional and governance arrangement, and the main change actors/stakeholders to enable the promotion of the FFBS model and identify the formal and informal institutions and opportunities that support upscaling of the FFBS model. It is found through the study that the structural barriers for women and Dalits are caste, class, gender, education, land size, ownership, and the traditional patriarchal mindset. Additionally, the study area's socially harmful practices include untouchability, child marriage, Gender Based Violence (GBV), dowry systems, and domestic violence from their intimate partner. Moreover, the care economy does not recognize women’s contribution to household chores.

PENNIES TO POWER FINAL REPORT
Globally, women have access to 10% of the available credit, 7% of the training on productive activities and are 40% less likely to have access to agricultural inputs than men. Women also have limited technological inputs and market access, and only 4.3% of women have access to agricultural extension services. Although women provide about 50% of the agricultural workforce, they still lack equal access to productive resources.
Due to looming threats including climate change, an estimated 20% increase in hunger is predicted by 2050. The COVID-19 pandemic and its economic aftermath likely will push 426 million more people into poverty in the next three to five years. Responding to these challenges requires creative solutions that prioritize the most vulnerable, including women and young people. To this end, CARE implemented the Pennies to Power program with generous support from the Arthur M. Blank Family Foundation. This final report describes the program’s accomplishments over the full implementation period (June 1, 2019 to June 1, 2022).

Final Evaluation Report: Nourishing the Future II Project, Guatemala, Honduras, Nicaragua and Costa Rica
The CARE-Cargill Nourishing the Future II project was implemented in Guatemala, Honduras, Nicaragua and Costa Rica between September 2016 and August 2019 (36 months). Its primary objective was to help producers and women micro-entrepreneurs improve the quality of life of their families, assuring their food security and the sustainable management of natural resources.
Six impact indicators and 32 outcome indicators were tracked for Guatemala, Honduras and Nicaragua, and 11 indicators were applied in Costa Rica, where we implemented a subset of interventions (food security, nutrition and hygiene). Overall, when comparing indicators to their baselines, the average effectiveness was 72%, with Honduras achieving the best results and Nicaragua having less favorable results due to ongoing social, political and economic issues.
Among the most relevant findings of the evaluation were the success of Cargill’s inclusive business model and value chains in integrating small producers and micro-entrepreneurs into markets; an increase in the resilience of households to the effects of climate change; an increase in the use of sustainable agricultural practices; and an increase in incomes as a result of market sales, access to financial services and related training. Moreover, we observed the target beneficiaries working together in rural savings unions, cooperatives and producer associations, supporting the provision of financial, technical and marketing services to their members. Regarding food security and nutrition, our work with schools led to an increase in the consumption of healthy foods at the household level. The project increased access to nutrient-rich foods through community, school and family gardens as well as increased knowledge and application of good practices in sanitation and hygiene.

MÁS DERECHOS Y MENOS PREJUICIOS: Guía de buenas prácticas en comunicación para el desarrollo y salud mental, en el contexto de la migración venezolana
Ante la crisis migratoria venezolana en Perú y la pandemia por la COVID-19, en Tumbes, Piura, La Libertad, Lima y Callao, el Proyecto Alma Llanera se planteó al objetivo general de mejorar la autosuficiencia y la integración de personas refugiadas y migrantes venezolanas vulnerables en Perú, a través de un mayor acceso a los servicios de protección, salud mental y a los medios de vida.
Esta guía se centra en los servicios de salud mental. Particularmente, identifica las mejores prácticas de comunicación para el desarrollo en la promoción de la salud mental. Las mismas que responden a estas dos preguntas clave: (1) ¿Cómo derribamos el estigma asociado a la salud mental entre las personas migrantes para convertirlos en agentes de cambio?, y (2) ¿Cómo evitamos las generalizaciones y transformamos la eventual xenofobia en empatía y confianza? La guía cuenta con cinco capítulos. El primero narra los antecedentes de la intervención. El segundo la describe. Para ello, presenta sus conceptos clave, los territorios en los que operó y los criterios y las dimensiones sobre las que se calificaron las buenas prácticas. El tercer capítulo presenta las cuatro buenas prácticas seleccionadas. Al final de la guía encontrará tanto las conclusiones como las recomendaciones para promover la salud mental, a través de iniciativas de comunicación para el desarrollo.
Las cuatro buenas prácticas destacadas en esta publicación se centran en las personas y adoptan una comprensión integral de la salud mental que, para empoderar tanto a las comunidades venezolanas como de acogida, responde a los determinantes sociales, incluye la continuidad y calidad de cuidados integrales y requiere del trabajo interdisciplinario e intercultural. A través del arte, la música, la cocina y las historias personales, las buenas prácticas de esta guía generaron un espacio (físico o virtual) de divertimento, encuentro e intercambio.
Con el objetivo de promover la salud mental en el país, desde una perspectiva humana y de derechos, la guía tiene como uno de sus propósitos contribuir a que distintas iniciativas también sean culturalmente apropiadas y efectivas promoviendo el bienestar de las poblaciones migrantes y de acogida. Mujeres Líderes en Emergencias Análisis Rápido de Género y Poder Pamplona, Norte de Santander, Colombia
Este informe de Análisis Rápido de Género (ARG)sobre el Poder examina el liderazgo de las mujeres en la respuesta humanitaria de Venezuela en Pamplona, Colombia. La crisis venezolana ha afectado a los ciudadanos venezolanos y colombianos, siendo las mujeres y las comunidades marginadas las más afectadas. Mediante entrevistas e investigación documental, se puso de manifiesto que las mujeres no participan adecuadamente en los espacios formales e informales en los que pueden influir en las decisiones que se adoptan en relación con el plan de respuesta humanitaria dirigido por el Gobierno de Colombia y los organismos de ayuda humanitaria. Las normas sociales patriarcales son una gran barrera, ya que se espera que las mujeres se queden en casa debido al control que ejercen los hombres sobre sus movimientos y la opinión de que las mujeres deben cuidar a los niños, el hogar y cocinar los alimentos, limita el tiempo de que disponen las mujeres para participar. La necesidad de encontrar una forma de ingresos también limita el tiempo de que disponen las mujeres para participar en los espacios de acción colectiva. La falta de conocimiento y conciencia sobre los derechos que tienen como mujeres y como migrantes, y sobre los spacios existentes en los que pueden participar es una barrera adicional. Para muchas mujeres migrantes, la situación irregular en Colombia hace que permanezcan en la sombra y no busquen ayuda ni participen en espacios de toma de decisiones por temor a la deportación. La discriminación sexual, calla las voces de los miembros de la comunidad LGBTIQ+, lo que da lugar a una respuesta humanitaria que no aborda adecuadamente sus necesidades.
Si bien hay barreras que enfrentan las mujeres colombianas y venezolanas afectadas por la crisis, existen oportunidades para aumentar su participación, por ejemplo, por parte de organizaciones femeninas y feministas ya existentes en la región, las organizaciones comunitarias informales de migrantes, y la participación en las mesas del GIFMM como método para que las mujeres actúen conjuntamente para exigir atención y recursos para sus prioridades y directamente afectadas por la crisis.
