Northern Upland Promoting Climate Resilience Baseline Report

Weather variability and long term climate change are not recent phenomena or unknown to farmers in Phongsaly, the northernmost province of Lao PDR, who live and thrive from weather-dependent agriculture and ecosystems. A more unpredictable length, start and end of the rainy and dry seasons, stronger winds and storms, longer droughts but at the same time increased intensity of rainfall resulting in floods and localized landslides, and erratic temperature patterns with more severe cold and hot spells all heavily impact on livelihoods, people and natural resources. At the same time, farmers are positively as well as negatively influenced by other socio-economic influences such as infrastructure development, international and local market pressures, modernization of agriculture, hydropower expansion and increased connectivity.
While adversity brings challenges, it also leads to change with farmers already demonstrating successful actions to confront disasters and climate change. Building on their variable capacities, shaped by factors such as gender, poverty, access and control over resources, governance and power imbalances, women and men from a diversity of ethnic groups generate responses and ideas to adapt to the effects of a changing social, economic and natural environment.
Within this dynamic resilience context, CARE, CCL and SAEDA in partnership with local authorities are implementing the „Northern Uplands Promoting Climate Resilience’ (NU PCR) project, in 3 districts of Phongsaly province. Through targeted support on climate risk analysis and planning, gender-responsive livelihood and disaster risk reduction interventions, and research and documentation for advocacy and scaling, the project aims to improve the resilience of communities in 30 villages, directly reaching 1,500 farming households and indirectly more than 78,000 women and men. Education for Ethnic Minorities Program: Cambodia

Since 2002, CARE1 has worked in partnership with the Royal Government of Cambodia through the Ministry of Education, Youth and Sport (MoEYS) and other stakeholders such as the United Nations International Children's Emergency Fund (UNICEF) to develop and implement a multi-lingual education (MLE) model within the Education for Ethnic Minorities (EEM) program. The total amount of funding contributed to this Program since 2002 is AUD17.5million by 24 donors, not including donations from the Australian public.

The MLE model aims to increase ethnolinguistic minority children’s access to, and the quality of, primary and secondary education. Ethnolinguistic minorities (hereafter referred to as ethnic minorities) are groups of people who share a culture and/or ethnicity and/or language that distinguishes them from other groups of people and are either fewer in terms of number or less prestigious in terms of power than the dominant groups in the state.

Therefore, the purpose of this evaluation was to:
1. Document the impact of the EEM program, with a view to influencing other donors or national governments in the South East Asia region to replicate the model.
2. Document successful strategies for ensuring sustainability of the model through government systems. Read More...

Phongsaly Rural Development Project (PRDP) Final Evaluation

Care International Lao in Lao PDR (CARE INTERNATIONAL LAO) since 1992 has assisted implementing several successful projects in Lao PDR. Phongsaly Province is one of target provinces that rural poors are largely witnessed. Phongsaly Province, located in the northern most of Laos, is among the poorest provinces with 94.4% of total villages are poor and 53.3% of total households are poor (Source: NGPES), and 4 of seven districts in Phongsaly Provinces, mainly Mai, Khua, Yot Ou and Samphan Districts have been classified as poor districts among 72 poor districts in the country. The poor villages in three neighboring districts of Khua, Mai and Samphan take 85.8%, 94.7% and 100% respectively against total villages.
The project expands actions initiated under the current EC-funded Food Security project, and expands into two districts, Samphan and Mai. CARE will work with partners to add technically proven interventions and ensure the sustainability and diffusion of food and nutrition interventions locally and on a wider scale. This project was designed through joint CARE and District authority review of the current action and the AusAID and CARE Australia guidelines. Key associates such as the District Offices of Agriculture and Forestry (DAFO), Public Health (DPHO), the Lao Women’s Union (LWU) and other district departments and mass organisations, will be the focus of capacity development actions ranging from policy frameworks to technical approaches. RANO WASH Final Evaluation

Rural Access to New Opportunities in Water, Sanitation, and Hygiene (RANO WASH) is a five-year
$30 million bilateral United States Agency for International Development (USAID) water, sanitation, and hygiene (WASH) activity in Madagascar. Its period of performance is June 2017 to June 2022. CARE International leads the consortium implementing the project, and sub-awardees include Catholic Relief Services (CRS), WaterAid, BushProof, and Sandandrano. The program aims to reach 250 rural communes in six high-priority regions of Madagascar: Vatovavy Fitovinany, Atsinanana, Alaotra Mangoro, Amoron’i Mania, Haute Matsiatra, and Vakinankaratra. RANO WASH is built around three interconnected strategic objectives (SOs):
• SO 1: Strengthening the governance and monitoring of water and sanitation
• SO 2: Increasing the engagement of the private sector in the delivery of WASH services
• SO 3: Accelerating the adoption of healthy behaviors and the use of WASH service

The Water, Sanitation, and Hygiene Partnerships and Learning for Sustainability (WASHPaLS) project completed a mid-term evaluation between April and August 2021 to assess whether the approaches employed and activities undertaken are successfully contributing to the program’s goal of increasing equitable and sustainable access to WASH services.
Overall, the Evaluation Team assessed the program to be complex, ambitious, and innovative; perceived positively by a large majority of stakeholders; and seen as a sector leader. GENDER-BASED VIOLENCE (GBV) LOCALIZATION: HUMANITARIAN TRANSFORMATION OR MAINTAINING THE STATUS QUO? – A GLOBAL STUDY ON GBV LOCALIZATION THROUGH COUNTRY-LEVEL GBV SUB-CLUSTERS

Gender-based violence (GBV) is one of the most prevalent human rights violations in the world, with an estimated one in three women experiencing physical or sexual abuse in her lifetime. Although humanitarian emergencies disproportionately impact women and girls, their needs and roles within the context of emergency response interventions are underrepresented.

The 2016 World Humanitarian Summit (WHS) and subsequent Grand Bargain commitments have set the localization agenda with the aim of improving local capacities while also providing additional aid directly to those most in need. Evidence suggests that engaging local actors is critical to the success of humanitarian interventions, leading to a faster, more effective, and more sustainable response (International Rescue Committee (IRC), 2017; Wall & Hedlund, 2016).1 In many cases, these benefits can be attributed to the fact that local actors have a greater understanding of the context, can often access affected populations more easily, and can navigate complex political and social dynamics more readily. These issues are particularly true with regard to the provision of GBV prevention and response initiatives, as the inclusion of local women and women-led organizations (WLOs) is crucial to effectively addressing issues of gender inequality and harmful social norms that contribute to the occurrence of GBV (IRC, 2017). Depending on the shape that humanitarian systems take, and the degree to which they foster women’s meaningful participation, emergencies can either be a catalyst for transformational change or exacerbate existing drivers of GBV.

Findings from this study suggest that GBV localization overall has been minimal, with a low level of perceived localization in three of the four priority contexts.4 Findings further suggest that localization has not been formally operationalized at the global level, making its effectiveness – or lack thereof – highly dependent on country contexts rather than relying on recognized standards of good practice.
