Enhancing Mobile Populations Access to HIV and AIDS Services Information and Support (EMPHASIS) Endline Report

CARE’s Enhancing Mobile Population’s Access to HIV/AIDS Services Information and Support program (EMPHASIS) is a 5 year program, which began in 2009, implemented in CARE Country offices in India, Nepal and Bangladesh. EMPHASIS aims to address cross-border mobility-related vulnerabilities focusing primarily on HIV and AIDS and gender programing for mobile and at-risk populations. EMPHASIS is funded by the Big Lottery Fund, UK.
The CARE EMPHASIS project team identified key project and outcome indicators to measure the success of the project. These indicators were drawn from the project log-frame; EMHPASIS specifically designed its interventions to achieve measurable progress across these indicators. The primary goal of the end-line survey activity was to collect the required data to measure the progress of these key project and outcome indicators longitudinally to the baseline data and between purposefully selected control populations at the end-line activity. Restoring Water Supply System and improved Sanitation and Hygiene Practices in West Mosul, Iraq – Phase III Baseline

With funding support from the Ministry of Foreign Affairs, Government of Czech Republic (MoFA Czech), CARE will implement a six - months project aimed at restoring water supply system and improved sanitation and hygiene practices in West Mosul, Iraq. The project will be implemented in West Mosul Zenjele and Ghazlani neighborhoods targeting IDPs, host communities and returnees with 47,500 direct beneficiaries.
The baseline assessment targeted areas identified as high priority by Directorate of water that are in need of rehabilitation and replacement of non-functional parts of water infrastructure. Local authorities are currently overwhelmed by the scale of needs and require support from donors and humanitarian agencies, as a direct contribution to enabling affected populations to have durable solutions through sustainable restoration of services such as water and sanitation. The project will directly support repair of two vital water infrastructure at Ghazlani water treatment plant and Yarmouk booster pumping station in the area of West Mosul while supporting the Municipal Authorities by building their capacity to eventually recover their costs.

The purpose of the Baseline Survey was to obtain a better understanding of the current situation in relation to water supply, sanitation and hygiene amongst the population in the target areas, and establish baseline benchmarks on key project indicators, which will enable the level of success of the project to be measured at the project end. The results of the baseline survey will later be used to evaluate the extent to which the project has met the desired impact post project implementation compared against project endline results.

• Access to safe water and sanitation situation pre-implementation.
• Challenge of solid waste management systems and existence practices.
• Hygiene education sessions on household level
• knowledge, perception, attitude and practice in relation to hygiene, water and sanitation.

Improving Effective Coverage of Maternal, New-born and Child Health Interventions for Reducing Preventable Child Deaths in Tangail and Khulna

Bangladesh has achieved success in reducing U5 & maternal mortality in last decade. UNICEF is partnering with GoB to contribute to reduce maternal and newborn deaths. To this end, MoH&FW with partnering with UNICEF and technical support from KOIKA implemented a MNCH project (IECMNCH) in Tangail and Khulna in line with UNICEF’s efforts to pay attention to low performing upazilas and HTR areas, started in 2015. CARE is one of the partners on this project.

WOMEN LEAD IN EMERGENCIES Global Learning Evaluation Report

CARE’s Women Lead in Emergencies (Women Lead) model has been developed to operationalise CARE’s commitment to women’s leadership as one of our four focal areas for Gender in Emergencies.1 Women Lead supports women within communities at the frontline of conflict, natural and climate-related hazards, pandemics and other crises to claim their right to a say over the issues that affect them, and to participate in emergency preparedness, response and recovery.
The Women Lead model looks to address fundamental gaps in humanitarian response that result in the exclusion of women from meaningful participation and leadership in the decisions that affect their lives.

Since 2018, CARE has piloted Women Lead in 15 locations in Colombia, Mali, Niger, the Philippines, Tonga and Uganda. In 2020, Women Lead worked directly with 804 women’s groups. Through piloting this approach in diverse locations and within different types of humanitarian crisis, Women Lead has sought to understand challenges, barriers and enablers regarding this kind of programming in different contexts.
Women’s confidence, knowledge and self-efficacy: The evaluation identifies considerable qualitative evidence of increases in confidence, knowledge and capacities. Participants identified the Women Lead model as being relevant to their needs and accessible to them. We can see evidence of women identifying Women Lead as an important enabler of collective action – supporting women to raise their voice, advocate for their needs and engage more effectively with stakeholders. Quantitative surveys support these findings. In Niger, 88% of Women Lead participants feel confident in their knowledge of their rights compared with 58% of non-participants. In Uganda, 58% of Women Lead participants reported ‘confidence in accessing services’ compared with 40% of non-participant women who said the same.
2. Women’s presence and meaningful participation in decision-making: The evaluation finds that Women Lead increases women’s presence, regularity of attendance, and meaningful and effective participation in decision-making community settings. In Niger, 91% of women who participated in Women Lead had attended formal community meetings and almost 60% said they had attended these meetings regularly compared with only 34% of non-Women Lead participants. This had occurred despite men in the community previously challenging women’s presence at these meetings. The Women Lead model appears to normalise women’s presence in decision-making spaces, and we see some evidence of women forming their own decision-making forums and creating opportunities for themselves to make decisions, take action or hold leaders to account. In Uganda, the South Sudanese Refugee Women’s Association has formally registered to become the first recognised women's community-based organisation in Omugo settlement. We also see the incorporation of Women Lead groups in Colombia, where groups have formally registered and started to offer services to other women.
3. Women’s informal and formal leadership: We see strong evidence of women feeling empowered to take up leadership positions within their community, both formally and informally. In Niger, women are significantly more likely to be leaders in their communities than non-participants (31% of Women Lead participants compared with 9% of non-participants). In Uganda, 22% of Women Lead participants hold leadership positions in their communities compared with 14% of non-participants. In Colombia, for which we have pre- and post-comparison data available for this indicator, before Women Lead 21% of members held leadership positions within their community. This had increased to 40% by the time of this evaluation. However, there is scope to enhance this work further and for there to be more consistent promotion of women’s leadership through work around political representation, leadership style and horizontal/inclusive decision-making processes.

4. Women take collective action: The Women Lead approach both helps empower women and serves to address complex barriers to their meaningful participation. Women Lead action plans are a useful tool to mobilise women for collective action to advocate for women’s needs and wants, organise peer support and solidarity activities, and improve their communities by engaging power-holders. Action has also frequently been taken to tackle the preconditions for participation and, in the action plans available for analysis, 42% of actions related to livelihood and income generation. This highlights the importance of women being free to prioritise according to their needs, to ensure they can tackle the preconditions of participation where necessary. We can also see clear qualitative evidence of women taking collective action to make change within their communities. This includes:
• Influencing humanitarian actors and local authorities to address the needs of women and the community: In Uganda, group members successfully advocated for humanitarian response actors to move the food distribution site closer.
• Advocating to address an injustice: In Niger, women had difficulty accessing maternity services owing to high costs. The Women Lead groups advocated to the district medical officer and the head of the hospital – and achieved a considerable reduction in the cost of accessing hospital services.
• Connecting and complementing community actors: In Uganda, Women Lead groups took a lead in addressing community tensions. For instance, when there were tensions around access to land and firewood, women worked with leaders from different communities to put in place agreements on the use of natural resources.

Pathways Project End of Project Evaluation Report

Pathways aimed to increase productivity and income in equitable agriculture systems. CARE innovated an effective Theory of Change to address real issues affecting rural women farmers by providing them with capacities in agriculture; access to inputs, extension services and markets; empowerment to influence decisions; and an enabling environment for growth.

Pathways has met and, in most cases, surpassed targets set in its M&E framework. In the words of women themselves the project has worked very well, focusing on groundnuts and soybean as high-value cash crop substitutes for tobacco because of their high potential for markets, ability to replenish the lost soil fertility and strong nutritional value. It has grown from working with 9,000 to 14,282 farmers (hosting a population of 71,410 people), organising them into 1,528 groups. Women provide leadership to most of the groups after being transformed to become successful wives, farmers and entrepreneurs who can make independent decisions and speak in public.

In 2015 alone, collective sale revenues from groundnuts and soy amounted to MK128, 601,938 (US$233,821.7) and rose to MK854, 356,267 (US$751,511) by the end of 2017. Contract farming organized by the project contributed US$34,233 to these revenues. In 2014, the project conducted 188 community-wide gender dialogue sessions and reached out to 9,654 people, 7193 female and 2464 male, helping them to internalize and address gender inequalities. Men have generally started looking at women as partners in agriculture and development that is cementing marriage bonds and creating an enabling environment for women to succeed. Along with this, CARE Malawi linked women farmers to key players in the groundnut and soy value chains to help them excel.

As a consequence, by December 2016 a total of 246 farmer groups had accounts with OIBM and other banks through which they saved MK49, 175,577 and 6 VSLs accessed two group loans worth MK4,800,000 (US$7,804.88) which they invested in agriculture, business and VSL activities. VSLs profited and shared out US$871,178 in the year, with more benefits seen in 2017 when savings accumulated to US$3,756,435 e.g. earnings of MK47, 489.32 to MK204, 769.33 per household on average. In turn, per capita household monthly incomes and expenditures doubled by the time the project closed in December 2018. Although agricultural productivity continued to decline over the project life due to poor weather conditions, Pathways farmers remained food secure and continued to eat at least two meals a day. Household dietary diversity (HDDS) and women intra-household food access (AHA) data from this evaluation found levels of consumption to be acceptable and typical of food secure households. Study on the sustainability of GRAD structures and outcomes

This study conducted by PDCR aims to better understand the sustainability and functionally of the processes and elements of GRAD-I as well as the different actors and structures supported and established by the project. And as such this report will focus on VESAs, household/value chains, agro-dealers, FEMAs/Cooperatives, micro-franchise, multi-stakeholders platform and access to finance after the project ended and will cover the period from December 2016 until September 2019.

Background
The Graduation with Resilience to Achieve Sustainable Development (GRAD) project (hereafter referred to as the project) was a five-year USAID-funded project which began in December 2011 and ended in December 2016. Its strategic objective was to graduate a minimum of 50,000 chronically food-insecure households from the Ethiopian Government’s (GoE’s) Productive Safety Net Program (PSNP). Additionally, it aimed to increase each household’s income by $365 by the project’s fifth year in 16 Woredas in Tigray, Amhara, Oromia, and Southern Nations, Nationalities, and Peoples Region (SNNPR). During the implementation of the project combined “push” and “pull” model into a complete and integrated package of interventions and within this model the project at times established and/or the above-mentioned actors.

Methodology
Accordingly, desktop reviews of relevant documents including the project final evaluation, suitability and exit plan as well as a variety of reports were undertaken. The study team collected quantitative and qualitative information from 330 VESAs, 1,066 households, 188 saleswomen, 21 agro-dealers, 31 FEMAs/cooperatives. Furthermore, it consulted with representatives from multi-stakeholder platforms groups, Woreda FSTF, MFIs/RuSACCOs and participating wholesalers linked to the project.
Key findings:
VESAs:
56% of the VESAs established and supported by the project are still active as members were able to benefit from their membership, improve their saving and loan management, improve loan repayment mechanisms, were able to share out on time and at critical times, have structured and transparent management committee. These groups develop their members’ social capital, have a strong sense of trust, have benefited from their family’s support. The active VESA have reasonable membership size, common interest and have managed receive continued support.
42% of the VESAs established are inactive as members lost confidence and the interest right after the project ended. Members did not clearly understand the value of the VESAs, some faced internal conflicts, others such as the groups in Sidama and Gurage Zones were affected by drought and security issues. Overall, the inactive VESAs have received less support especially those established in the later part of the project. On a positive side, in Tigray few groups dissolved their VESAs as there was no needed since they now have started saving at banks and can access credit from MFIs.
2% of VESAs have transformed into RuSACCOs. Those who managed to this transformation was encouraged by some of their members who already were also member to a RuSACCO. The VESAs were not encouraged due to RuSACCO’s principle that supported individual membership to join already established RuSACCOs; and groups would rather retain their VESA as they feel they have full control and do not want to lose their social capital.
Active VESAs were formed on a voluntary base and were given adequate briefing about the purpose of the group. In contrast, the inactive VESAs members were mainly selected and groups were formed by project staffs.
Active VESAs remained together and have not sought to split into smaller groups as they value the social capital created within the group and prefer to work as a one team. Dissimilarly, 53% of the currently inactive groups did separate to form smaller groups, mainly due to internal conflicts, dissatisfaction regarding members selection methods and lack of management skills amongst the leadership.
Across all study areas, all VESAs were found have bylaws and in the case of Tigray and Amhara regions, some groups internally agreed and have amended their bylaws articles related to saving amounts, loan repayment mechanisms and interest rates reflecting their needs.
Active VESAs have successfully built social cohesion, capital, are a safe and fertile environment for training, social and cultural norms discussion platforms that may impede development drives and contribute to food security (e.g. gender inequality, infant feeding practices, etc.).
On average 61% of the active VESAs have been able to increase their savings size while only 13% reporting a decrease. Those who reported a decrease was directly associated to their inability to save as family expenses have escalated and they were unable to generate more income in order to save.
In all the study areas, the groups have paid share out every year in May and June. Their average value of liquid savings during the last share-out was 28,282 Birr with an average group share out of 1,444 Birr ($51) and an internal loan size of 26,649 Birr.

RESI – Rural Economic Sustainability Initiative

The Rural Economic Sustainability Initiative (RESI) aimed to support inclusive and sustainable rural economic development in four target municipalities in Kosovo: Prishtinë/Priština, Novo Brdo/Novobrdë, Kamenicë/a and Ranil(l)ug. It was financed by Austrian Development Cooperation (ADC) and the Municipality of Prishtinë/Priština and implemented by CARE International in Kosovo.
The approach utilised built on a very successful previous project and featured grants to MSME in agriculture, capacity development of municipality agriculture departments and a special focus on empowerment of women and socio-economically vulnerable groups.
The final evaluation of the RESI took place between 6th October and 11th November 2019. The evaluation aimed to make an independent assessment of the outputs, outcomes and impact of the project towards the end of its 36 month cycle. Motivation is critical to health worker performance and work quality. In Bihar, India, frontline health workers provide essential health services for the state’s poorest citizens. Yet, there is a shortfall of motivated and skilled providers and a lack of coordination between two cadres of frontline health workers and their supervisors. CARE India developed an approach aimed at improving health workers’ performance by shifting work culture and strengthening teamwork and motivation. The intervention—“Team-Based Goals and Incentives”—supported health workers to work as teams towards collective goals and rewarded success with public recognition and non-financial incentives. AN INTERSECTIONAL ANALYSIS OF GENDER AMONGST ROHINGYA REFUGEES AND HOST COMMUNITIES IN COX’S BAZAR

The Rohingya ethnic minority population in Myanmar have been persecuted over generations and are denied of their fundamental human rights. Violence, discrimination and persecution in Myanmar have eventually led the stateless Rohingya people to flee
to Bangladesh from Rakhine State in successive waves over the last four decades. Since August 2017, an estimated 745,000 Rohingya refugees arrived in Cox’s Bazar, Bangladesh, reaching the total number of 914,998 people and constituting the largest refugee camp
in the world. The rapid and sizable influx of Rohingya refugees now outnumbers locals nearly three to one in the two sub-districts, Ukhiya and Teknaf, where refugees and the subsequent humanitarian response have had an impact on the host community.
This inter-agency research is commissioned by ActionAid in collaboration with UNHCR and CARE Bangladesh to investigate how age, gender and diversity issues are addressed in the humanitarian response amongst Rohingya refugees and the host communities. The
quantitative and qualitative data were collected from 03 December 2019 to 07 January 2020. This transdisciplinary research aims to fill a significant gap by providing a critical analysis of the present status of gender relations addressed in humanitarian response, taking into consideration the intersectionality among specific needs based on age, gender and other diversity factors contributing to a person or group’s vulnerability.
This study was conducted prior to the COVID-19 pandemic. Due to the change in context, it has now become even more imperative to adapt existing mechanisms within the ongoing response, especially the need for increased Age, Gender and Diversity (AGD) analysis and monitoring of vulnerabilities.
