Conflict Sensitive Rapid Gender Analysis Cabo Delgado, Mozambique
The on-going armed insurgency in Cabo Delgado that started in 2017 and the mass displacement it caused have created a complex humanitarian crisis in one of Mozambique’s poorest regions, Cabo Delgado. Prior to the crisis, Cabo Delgado province already suffered from high levels of poverty and absence of services. This situation has been worsened by the crisis which depleted what little resilience the province’s population had. Host communities find themselves having to share already scarce resources. There are evident signs of solidarity fatigue and tensions between IDPs and host communities result in frequent conflicts.
IDPs in Cabo Delgado are suffering from dire living conditions, extremely limited access to basic services and struggling to meet essential needs. Widespread lack of access to cash and income generating opportunities are causing negative multi-layered gendered impacts on the lives of IDPs. IDPs living in resettlement centres are among
those most vulnerable, women and children making up the majority of residents, where access to resources or income generating opportunities is very limited. Female-headed IDP households have constrained access to land when compared to their male counterparts, making subsistence farming difficult. The combination of these factors
has led to the commodification of humanitarian aid with the sale of part of the food received through humanitarian assistance being a prevalent practice.
While humanitarian assistance has been vital in meeting IDPs’ most urgent needs, there are still immense and persistent needs. Life at resettlement centres is difficult and protection risks abound, particularly for women and girls. Water is scarce and fetching it is an arduous and often dangerous task for women and girls. Galdogob and Bursalah Stabilization and Economic Development Initiative
Through the project activities mainly VSLAs, vocational training and infrastructure projects, beneficiaries in the project location of Galdogob and Bursallah have realized improved access to financial services (savings and loans) as well as improved livelihood opportunities especially for vulnerable groups in the community mainly the youth and female members of the community.
Through successfully facilitating dialogue between communities from Galdogob and Bursalah, conducting reconciliations dialogues between clan/tribes, conducting forums for women empowerment and participation in decision-making, engaging youth in peer-to-peer dialogues and peer networks, conducting dialogues between the community and the Puntland Government and conducting talk shows and engaging the media, the project has realized increased collaboration between community members and government in local development and conflict management and also enhanced trust between community and government.
In addition, enhanced civic education-conflict management skills of community members have equipped the community with the necessary skills to address conflicts between clans in Galdogob and Bursalah while installation of solar street lights Galdogob/ Bursalah and construction and equipping of Galdogob police station were identified as important connectors between community members as well as between community members and the government through ensuring common use of resources and improving governance outcomes such as safety and security, trust and access to services. CARE Rapid Gender Analysis Um Rakuba Camp and Tunaydbah Settlement, Eastern Sudan April 2021
Since 9 November 2020, Ethiopian and Eritrean asylum seekers have been arriving in Eastern Sudan, fleeing a military escalation in the Tigray region in northern Ethiopia. Eastern Sudan is facing multiple challenges including high levels of food insecurity, flood recovery, increased militarisation on the Sudan and Ethiopia border, as well as the COVID-19 pandemic and the impacts of mitigation and containment measures. As of 17th April (latest situation report), the UN Refugee Agency (UNHCR) and the Government’s Commissioner for Refugees (COR) registered 62,850 individuals who have crossed the border into Eastern Sudan. It is estimated that 36% of the arrivals are female and 64% are male. Further estimations show that 27% of the arrivals are children (0-17years); out of which 8% are below 5 years. Elderly (+60years) comprise 4% and Adults (18-59 years) 69% of the arrivals. Of those who arrived, data as of January 2021, showed 15,056 are women and girls of reproductive age and 1,365 currently pregnant women. Primary data collection, through FGDs, KIIs and Individual Stories, took place between 16-18th February 2021, in Um Rakuba camp and Tunaydbah settlement.

WAYREP Baseline Report
WAYREP’s overall objective is to “Strengthen the resilience of refugee and Ugandan women, girls and youth to live a life free from violence (LFFV) in Uganda”. WAYREP focuses on women and girls’ empowerment within the context of some of Uganda’s most pressing current challenges such as rapid urbanization, regular and high rates of displacement and migration across and within Uganda’s borders and a very young and largely unemployed population. In 2020, this fragile context was further exacerbated with the outbreak of the Coronavirus pandemic (COVID 19) not only in terms of its health implications, but also in terms of its impact on livelihoods, safety and security. WAYREP is built on the hypothesis that Gender Based Violence (GBV) has two main drivers: gender inequality and poverty. This is exacerbated by displacement whether as a refugee or as an urban dweller coming from rural Uganda. WAYREP’s theory of change therefore states that: if refugee and vulnerable Ugandan women and girls have access to dignified livelihood opportunities, and if the gender, social and cultural norms that perpetuate GBV are challenged and minimized, then the likelihood of resorting to negative coping mechanisms - including GBV like early and forced marriage or commercial sex - will significantly reduce and women and girls’ self- reliance will increase.

“Political Economy Analysis for food and nutrition security and community resilience, and analysis of conflicts affecting food, nutrition and income security in Harande program area” Integrated Report
The major findings of this twofold study firstly highlight peaceful as well as contentious coexistence between formal institutions put in place with decentralization and informal and customary institutions managing resources essential to food and nutrition security. Stemming from a centuries-old tradition based on the right of the first occupant, the paramount importance of lineage and family, strict intra-community differentiation of socio- professional categories both in the management of pastoral resources and fisheries in Delta flooded areas and farming in dry areas, these customary institutions are still greatly relevant and legitimate in the eyes of the different communities today. Conversely, these communities often find it difficult to grasp the legal principles and norms (State land domain, local communities’ responsibilities, local governance, the role of deconcentrated State officials etc.) supporting local governments’ role in resource management. Consequently, the implementation of the Harande Program should be guided by the socio-cultural specifities of the target areas and should take into account the customary conflict management mechanisms as well as those promoted by civil society organizations which are the most validated by populations in the region of Mopti. SEMI-DURABLE SHELTER CONSTRUCTION AND THE TRIPLE NEXUS A study of the multisector ECHO-funded PAMUNOR project in southern Chad
LA CONSTRUCTION D’ABRIS SEMI-DURABLES ET LE TRIPLE NEXUS Une étude portant sur le projet d’assistance multi-sectorielle d’urgence financé par ECHO pour les réfugiés centrafricains et les communautés hôtes (PAMUNOR) au sud du Tchad
En novembre 2019, deux membres de l’équipe mondiale chargée des abris d’urgence de CARE International Royaume Uni a effectué une visite de deux semaines dans le sud du Tchad afin d’évaluer la composante Abris dans le cadre du projet PAMUNOR (Projet d’Assistance Multisectorielle d’Urgence pour les Nouveaux Réfugiés Centrafricains et des Communautés Hôtes) qui est financé par ECHO et géré par CARE Tchad. Ce projet cherche à promouvoir un environnement sûr et sécurisé, notamment en fournissant des abris semi-durables, et à favoriser les moyens de subsistance pour améliorer la sécurité alimentaire et atténuer les stratégies d’adaptation négatives adoptées par les réfugiés centrafricains (RCA) nouvellement arrivés, ainsi que par les membres vulnérables au sein de la communauté hôte. L’un des objectifs spécifiques visant à promouvoir un « environnement sécurisé » consistait à réduire les risques de violence basée sur le genre (VBG) et à assurer une médiation intra et intercommunautaire afin de garantir la coexistence pacifique – condition préalable indispensable à la protection et à la mise en œuvre de l’autosuffisance. L’évaluation s’est intéressée aux détails techniques et opérationnels de la composante Abris et a cherché à comprendre comment cette dernière s’intégrait à une approche programmatique plus large dans le contexte local. Elle a également examiné ses liens avec les différents mécanismes communautaires bénéficiant du soutien du projet. Le succès de la mise en œuvre s’explique par cette approche intégrée qui répond à la fois aux besoins urgents et fondamentaux en termes d’abris et de réduction des risques liés à la VBG, jette les bases pour la sûreté et la sécurité, et génère un environnement propice au développement des moyens de subsistance et favorable à la naissance d’aspirations et d’ambitions en termes d’éducation, de formation et d’apprentissage. Il est important de mentionner l’éventail de mécanismes qui a été mis en place par la communauté pour atténuer les conflits communautaires et la violence basée sur le genre, fruit d’un processus inclusif qui favorise la viabilité et l’appropriation. Les processus de renforcement de la coexistence pacifique, de la cohésion sociale et visant à favoriser l’intégration locale font partie intégrante de l’approche suivie par le projet, l’objectif recherché étant l’autosuffisance, et ils incarnent incontestablement le « troisième côté du triangle » au cœur du nexus Humanitaire-Développement-Paix. De ce point de vue, le projet permettrait de tirer de précieux enseignements programmatiques qui pourraient s’avérer pertinents dans d’autres contextes, au Tchad ou dans d’autres pays, connaissant des déplacements prolongés, un conflit communautaire de faible intensité, des besoins humanitaires et des opportunités de renforcement de la résilience, de l’autosuffisance et de la viabilité.
Two members of CARE International UK’s global Emergency Shelter Team conducted a two-week visit to southern Chad in November 2019 to evaluate the shelter component of CARE Chad’s ECHO-funded PAMUNOR project (Projet d’Assistance Multisectorielle d’Urgence pour les Nouveaux Réfugiés Centrafricains et des Communautés Hôtes / Project to provide multisectoral emergency assistance to newly displaced Central African Republic refugees and host communities). This project seeks to support safe and secure living environments, including through the provision of semi-durable shelters, and to stimulate livelihoods, improving food security and reducing negative coping mechanisms amongst newly arrived refugees from Central African Republic (CAR) as well as vulnerable members of the host community. A specific focus on supporting a “secure environment” was through reducing the risks of genderbased violence (GBV) and mediating within and between communities to ensure peaceful coexistence as a necessary pre-requisite for protection and the establishment of self-sufficiency. The evaluation was achieved by looking closely at the shelter component in technical and operational detail as well as by probing its connection to a broader programmatic approach within the local context and its links to various community mechanisms supported through the project. Effective implementation has been achieved through this integrated approach that simultaneously addresses urgent and fundamental needs for shelter and GBV-risk reduction while laying the foundations for safety and security and creating an enabling environment for the development of livelihoods and the growth of aspirations and ambitions for education, training and learning. Of particular note is the range of mechanisms to reduce community conflict and gender-based violence established through a highly effective community-led and inclusive process that brings sustainability and ownership. Processes of strengthening peaceful co-existence, social cohesion and stimulating local integration run through the project’s approach, seeking to catalyse self-sufficiency, and arguably represents the “third side of the triangle” within the humanitarian-development-peace nexus. In this regard, the project could provide valuable programmatic lessons to other contexts in Chad or elsewhere where protracted displacement, low-level community conflict, humanitarian needs and some opportunities for strengthening resilience, self-sufficiency and sustainability are present. Projet régional de Dialogue pour la Transhumance apaisée en Afrique de l’Ouest (PRODIATA)
Le Projet régional de Dialogue pour la Transhumance apaisée en Afrique de l’Ouest (PRODIATA) est mis en oeuvre pour opérationnaliser la composante 2 du Programme Régional de Dialogue et d'Investissement pour le Pastoralisme et la transhumance au Sahel et dans les pays côtiers d’Afrique de l’Ouest (PREDIP). CARE Rapid Gender and GBV Assessment Borno State: Banki, Pulka and Rann
Rapid Gender and GBV assessments provide information about the different GBV risks, needs, capacities and coping strategies of women, men, boys and girls during crisis. The analysis is built up progressively using a range of primary and secondary information to understand gender roles and power relations and implied GBV risks and how they may change during a crisis. The analysis provides practical, programming and operational recommendations to meet the different needs of women, men, boys and girls, to ensure that humanitarian actors ‘do no harm’ in their operations. Baseline Survey Report for a WASH project in West Mosul
This is a baseline survey report for the "Improving Sanitation, Hygiene, Renovation of Sewage System" project, funded by the Ministry of Foreign Affairs of the Czech Republic.
There are two priority issues to be addressed by this project: a) significant health risks posed by accumulation of solid waste in key arteries of West Mosul (Cree stream), precluding the effective flow of gray water towards the river as well as damaged pipes which serve to remove black water from residential areas (Al-Thawra neighborhood), and b) limited civic engagement and ownership of residential environment, resulting in poor communal hygiene practices and a high burden on local authorities, which are operating under severely reduced capacity to address needs.
A base-line survey was conducted to identify the current water, hygiene and sanitation conditions in the neighborhood, beneficiaries’ specific needs (disaggregated by men, women, boys and girls) and overall awareness towards water, hygiene and sanitation measures.
