Schools Promoting Learning Achievement through Sanitation and Hygiene (SPLASH)

SPLASH is a five-year USAID-funded project that is targeting to reach over 240,000 primary school pupils in four districts of Eastern Province, Zambia, (Mambwe, Chipata, Lundazi, and Chadiza). This 5-year project (2011-2015), funded through USAID’s Bureau for Global Health and led by FHI 360 in partnership with CARE and Winrock International, uses at-scale programming approaches to reduce diarrheal diseases and acute respiratory infections, the two top killers of children under age five globally. The project works with the Ministry of Education, Science, Vocational Training, and Early Education (MESVTEE) and other line ministries such as the Ministry of Local Government and Housing (MLGH) and the Ministry of Health (MOH). Global Mapping Study on Gender Based Violence

Global Mapping Study on GBV. Led by CARE and ActionAid as co-leads of the task team the purpose of this study was to examine existing evidence around the issue of localization within the context of GBV prevention, response and coordination initiatives in humanitarian contexts. The study also sought to gather field perspectives on the state of GBV localization, and to examine the degree to which the global commitment to localization within the context of the humanitarian GBV sector has been operationalized.

Data was collected from a range of stakeholders participating in GBV coordination, including GBV Sub-Cluster Coordinators, representatives from local and/or women-led organizations, staff from national and international non-governmental organizations (NGOs) along with global leaders engaged in the localization debate. In line with the GBV AoR’s mandate, the primary focus of this study was on settings involving internally-displaced persons.

The final report is comprised of the following three documents:
- Summary Report (English, Arabic, French, Spanish, Bahasa, and Bengali)
- Full Report: The full report contains a detailed description of the study’s background, methodology, findings, and recommendations, and provides a comprehensive presentation of the data gathered through this research along with implications for future action. Multiagency and Multisectoral Rapid Need Assessment in Raya Kobo, Raya Alamata, Raya Azebo, Chercher, Wajirat and Ofla Woredas of North Wollo and South Tigray Zones

2020 was ascribed as a record year of disasters by the local communities in the locations covered by this assessment; Raya Kobo, Raya Alamata, Raya Azebo, Raya Chercher, Wajirat and Ofla woredas in North Wollo and South Tigray. The multiple, complex and frequent hazards have proved relentless; COVID 19, Desert Locusts and conflict have exhausted the coping capacity and challenged the resilience of the local communities.
The Tigray conflict erupted at the backdrop of the devastating impact of COVID- 19 and locust infestation crisis. To make the matter worse, the conflict erupted in the middle of the harvest season, effectively halting attempts to gather the remains of already depleted crops. The longer- term effects of, which will impact communities for years to come.
Since there was already an influx of IDPs from the 2017 ethnic conflicts around the country, the region experienced in hosting IDP, but on this occasion, the numbers of incoming families have doubled and, in some cases, trebled, according to reports from the local Woreda authorities responsible for registering such movement. Thus, these two zones are under protracted and complex crisis that have rocked the livelihood base of the communities and put their lives into a very precarious situation.

Objectives of the Assessment
a) Assessing the current humanitarian situation and identify response requirements and preferences1 for IDPs as well as host community members with humanitarian support needs
b) Understand the response capacity and preparedness of partners operating in Amhara and Tigray and to act in a complementary manner to rescue the lives and livelihoods of the
communities and IDPs,
c) To be ready for humanitarian support in line with humanitarian principles and NGOs code of conduct, and
d) Understand current humanitarian concerns of the targeted areas in both regional states
(Amhara and Tigray) and act to raise these concerns with potential benevolent donors within the country and overseas, to generate funds

Rapid Gender Analysis Ukrainian Refugees in Poland

Poland has received the majority of Ukrainian refugees fleeing the conflict. At the time of writing, UNHCR reports that 1,830,711 people have crossed the Ukrainian/Polish border. There has been an outpouring of solidarity in Poland for the Ukrainian refugees. Polish authorities and citizens mobilised swiftly. For example, a law was passed to allow Ukrainians to stay in Poland for 18 months and receive an identification card that facilitates their access to cash assistance and services. Third country nationals (TCNs) have 15 days to find a way out of Poland. The sheer scale and pace of the refugee influx is already creating cracks in the response. Many of these cracks have important gender and protection consequences. This Rapid Gender Analysis (RGA) researched by CARE highlights the most significant gender and protection issues for Ukrainians in Poland and flags urgent actions required to address them. This RGA of Ukrainian Refugees in Poland builds on the RGA Brief for Ukraine published in February 2022. The RGA is based on observations from site visits to Medyka border crossing, Przemsyl train station, Korczowa Reception Centre, Krościenko border crossing as well as Warsaw train station and accommodation centres; conversations with organisers at these sites – both official and volunteers – and with refugees and Polish Non-Governmental Organisations (NGOs) and Civil Society Organisations (CSOs). Strengthening Resilience and Inclusive Governance (STRENPO) Mid-term Review

The Strengthening Resilience and Inclusive Governance Program (STRENPO) is a 4-year programme in the nexus between humanitarian and development work, managed by CARE International in Uganda, in partnership with four Ugandan civil society organisations. The programme commenced in April 2018 for the years 2018-2021.

The overall objective of STRENPO is: Women and youth in vulnerable, natural resource-dependent communities, including refugee settlements, are resilient to shocks and stresses arising from natural resources degradation, climate change, and conflict & displacement.

The overall impression generated from the documents review and the consultations in Uganda is that programme implementation is largely on track compared with work plans; this includes individual partner projects carried out by three ‘old’ partner organisations and RICE-WN as the new partner in the programme. Interventions are well-managed and the STRENPO team in CARE as well as staff in the partner organisations appear dedicated to the implementation of the programme in general and to their particular contribution.

A baseline survey was undertaken in late 2018 and is assessed as a well-planned and executed activity. The study focused on measuring resilience and the result was a sophisticated framework of criteria for categorising indicators of capacity to anticipate and respond appropriately to climate changes. Important information also came out from the Gender Sensitive Climate Vulnerability and Capacity Analysis (G-CVCA) that were undertaken by mid-2019.

- It is therefore recommended to introduce a more diversified approach to the interventions that targets impact groups directly, building on findings from the baseline survey and the G-CVCAs.
- It is recommended that STRENPO continues a strong follow-up to the CAAPs in order to facilitate funding of activities of priority to the involved communities and relevant to the programme’s objectives.
- It is therefore recommended that STRENPO during the coming two years increases the focus on using potential avenues for best practices replication and other catalytic effects.
- It is recommended that the STRENPO partners together selects a handful of the outlined ‘strategic actions’ for further development and specification.
- It is recommended that some of the capacity gaps that have key relevance for the programme are selected, so that it can be decided what type and how much support to the capacity development interventions the programme is able to offer.
- It is recommended that STRENPO in early 2020 reviews its potentials for engaging in stronger partnerships with the private sector, using a market driven analytical approach to determine appropriate interventions and relevant value chain and private sector actors to engage with.
- It is recommended that the STRENPO team engages in a discussion with CARE Danmark to further clarify their understanding and expectations regarding the programme’s inclusion of innovative climate change prevention solutions and a transformative approach to resilience.
- It is recommended that STRENPO undertakes a quick review of its results framework, with the intention to reduce the number of indicators, but also to allow a breakdown on some indicators into refugees and hosts. The revision should also aim at reducing and/or combining the qualitative indicators and progress markers. It is furthermore recommended to review and revise the phrasing of result areas and the Theory of Change, taking note of the suggestions made during the MTR workshop.

TARINA Baseline Study for Interventions (TBSI)

After the Green Revolution in India the country could make available food sufficiency and the agricultural lands are dedicated to the staple grains wheat, rice and maize. But the conversion of diverse farmland into monoculture fields has come at the expense of micronutrient-rich crops, leaving much of the rural population chronically malnourished despite growing abundance in their midst . With an objective to boost the nutrition outcome at individual and women small holder household level in India, the Bill and Melinda Gates Foundation (BMGF) awarded grant to the Tata-Cornell Institute for Agriculture and Nutrition (TCI). TCI launched Technical Assistance and Research for Indian Nutrition and Agriculture (TARINA) in 2013 as a research initiative to develop solutions in a country where childhood stunting and anemia in women threaten long-term health and .

2. Provide an evidence-driven pathway to policy reforms that promote availability and affordability of a more nutritious food system

Krishi Utsho Endline Evaluation

Krishi Utsho is a self-sustaining market based model that operates through a multi-stakeholder participatory approach, wherein stakeholders such as private sector, government bodies and extensions, local community level shop owners (enlisted as franchisees), and rural farmers all come together to form a network of interconnected business and market interactions and relationships that benefit all. Through its unique business model, KU provides support to rural smallholder farmers (especially women) in accessing quality agro-inputs, market information, and technical assistance to strengthen and realize their agricultural
potential and help to sustain livelihoods as well as ensure food security.
This impact assessment has been undertaken to identify Krishi Utsho’s impact (economic and social) on beneficiary groups, and to assess performance in terms of intended objectives and outcomes. To capture the information required, mixed methodology was used – quantitative survey was administered to 400 KU farmers, while 9 FGDs (with farmers), 9IDIs (4 KU franchisee shop owners, 2 private suppliers, financial institution representatives, and 1 Upazila Agriculture Officer (UAO) were conducted to supplement the
qualitative information to support the quantitative data.
Under the umbrella of KU, the project has successfully developed a network of 251 agro-input shops (franchisees), 25 private sector suppliers with quality agro-inputs, strategic partnerships with government extension agents and financial institutions. Through this extensive and interconnected network, the project is able to serve the agro-input, technical support and information needs of over 51,788 smallholding rural farmers, out of which (27% are women). Apart from this, KU has ensured employment, income and different social securities of project beneficiaries. To ensure that vulnerable women are also benefited through the KU project, it undertook EWYSEA - an initiative under the broad KU umbrella, to facilitate and engage women and youth in income generating activities especially in agro-business. To advance in agriculture and increase outputs, it is important to have access to finance – something that the vulnerable farmers often lack. IMPACT OF SANCTIONS ON FOOD SECURITY AND LIVELIHOODS IN NIGER Rapid Analysis Results in Tillabéry

The humanitarian situation in Niger was already urgent prior to the July 2023 political crisis and the imposition of sanctions by the international community. 4.3 million people, approximately 17% of Niger’s population, are in need of humanitarian assistance and 3.3 million people are projected to be experiencing crisis or worse levels of acute food insecurity. CARE recently conducted focus group discussions (FGD) in Tillabéry to determine how the crisis has affected food prices, livelihoods, and coping strategies for communities. Eight sex-disaggregated FGDs with 64 participants were completed at the end of August 2023 to analyze crisis impacts, especially for the most vulnerable, and to inform age, gender and disability-responsive humanitarian response in Niger.
ANALYSIS OF THE IMPACT OF SANCTIONS ON FOOD SECURITY AND LIVELIHOODS:
Women and men reported facing challenges in sustaining their eating habits in the months and weeks to come, with women and girls reporting more difficulty maintaining current consumption patterns. 75% of the women’s FGDs reported that they would not be able to sustain current eating habits at all and only one all-women’s group estimated their normal food consumption to continue for only 2 weeks. All 4 men’s groups reported that they would all be able to maintain current eating habits, but only for approximately 30-90 days beyond survey time.
RISING FOOD PRICES: ⅔ of participants attributed the rise in food prices to the political crisis and subsequently imposed sanctions. Maize and rice, staple items in most household diets, are reported to have increased by 75% and 28% respectively one month after the crisis. Read More...
