Resilient Livelihoods for the Poor (RLP) Baseline Report Cohort 1

RLP is a pilot initiative that seeks to roll out a poverty alleviation strategy at the household level in two equal recruitment phases bringing in a total of 1,200 extreme poor households. The first recruitment phase or “cohort” was originally programmed to occur in late 2014 but was held-up until mid-2015 due to the absence of signed MU at the SPSL and IP levels. Cohort 2 is to recruit a further 600 households and will follow relatively rapidly behind the first cohort, meaning that the delays experienced with the first cohort, will be considerably reduced with the second recruitment of extreme poor households to RLP.1 Most second cohort recipients will come from the current three districts, although CARE will complete its approximate 200 recipient households in the new district of Moulapamok. An asset supporting monthly allowance (stipend) that should enable newly acquired and valuable assets to be properly cared for; 3. Over 800 million people worldwide suffer from hunger and two billion do not meet their micro nutrient requirements (Global Nutrition Report, 2016). While the global starving population has gone down in recent decades, the number of people suffering from hunger in sub-Saharan Africa today is higher than ever. Malnutrition is particularly prevalent in developing countries, where it has an impact not only upon the development prospects of an entire country, but also of each individual affected. If a child does not receive sufficient nutrients up to its second year, i.e. over its first 1,000 days beginning with the early embryonic phase, the impact on growth, mental faculties and therefore learning and work¬ing potential will endure a lifetime.

The German Ministry of Economic Co-operation and Development (BMZ) launched an Initiative “On World – No Hunger” to improve food and nutrition security (https://www.bmz.de/webapps/hunger/index.html#/de). Within this initiative GIZ implements the program “Food and nutrition security, enhanced resilience” in 11 countries in Africa and Asia.

The project‘s main target group includes women of childbearing age, pregnant women, breastfeeding mothers and infants. The project‘s objective is to improve the nutritional situation of approximately 880000 women, 235000 young children and 4.000 households. Cambodia COVID-19 Rapid Gender Analysis

The number of COVID-19 cases in Cambodia is quite low (141) however the impact on global supply chains and the livelihood of thousands of factory and migrant workers, who are mostly women, is immense. The loss of income could potentially push families back into poverty and the value of unpaid care work which will increase during the pandemic, is not measured in financial terms, nor seen as a valuable contribution. Additionally, the growth of women’s empowerment which is strongly linked to financial contributions to the household, will decline.

Women and girls in Cambodia face inequalities in many areas such as in employment and payment, division of domestic labour, decision making and participation. Those are likely to further increase in the course of the COVID-19 pandemic. An area of specific concern is in the education of girls and boys, from poor families, who do not have the technical infrastructure and capacity to support online home schooling.

The current health system does not have the capacity to deal with an increasing number of COVID-19 cases. Sub- national health facilities are considered low quality and previous health crisis showed that patients will directly consult provincial and national facilities which is going to exceed their capacity.

There is still uncertainty about transmission of COVID-19 which causes fear and creates potential for rumours causing
stigmatisation and discrimination of certain population groups such as foreigners, women working with foreigners as in bar work and Muslim groups.

Gender based violence is common and widely accepted in Cambodia. Globally, intimate partner violence (IPV) may be the most common type of violence women and girls experience during emergencies. In the context of COVID-19 quarantine and isolation measures, IPV has the potential to dramatically increase for women and girls. Life-saving care and support to GBV survivors may be disrupted when front-line service providers and systems such as health, policing and social welfare are overburdened and preoccupied with handling COVID- 19 cases. GEWEP II: Gender Equality and Women’s Empowerment Programme II Final Report

GEWEP II works with and for poor and vulnerable women and girls. More than 8 160 000 women and girls live in our programme areas, and the end programme target is to directly work with 1 022 200.
The main impact is through Village Savings and Loan Associations (VSLAs). The VSLA model came out of a pilot in Niger in the early 90s. Nearly 30 years later, there are more than 6.7 million VSLA members across the globe. Other organisations and governments have adopted CARE’s model, thereby multiplying impact. GEWEP continued to scale up VSLAs, and advocated for governments to recognize the model. The Governments of Burundi, DRC, Niger and Rwanda all recognize the important contribution of VSLAs to women’s economic empowerment, manifested within national strategies, policies and funds.
Women’s economic empowerment opens up for women’s participation. GEWEP supported women to come together and find confidence and common cause through VSLAs. We find VSLA women who actively participate in decision-making in formal structures, and who manage to stay there despite resistance from some men. This is the main success for women’s participation, across countries.
The shrinking space for civil society remains the most difficult challenge. In all countries, CARE’s main approach was to maintain good relations with those that are directly engaging with the field of women’s rights or who control the implementing areas or relevant political processes. Personal Advancement and Career Enhancement in the Community

Overall, P.A.C.E project has empowered all participating female migrant in terms of agency and created solidarity and platforms for them to speak out about their interests.
Firstly, the project has enhanced 412 female urban migrants’ personal agency through 280 training sessions on life-skills with three previous core P.A.C.E. modules – 1) communication; 2) problem solving and decision making; and 3) time and stress management and one new module on financial literacy to support women to save and manage their finances. This module also supports the implementation of two village savings and loans (VSLAs) in the target locations.
Secondly, the project has successfully established two VSLA groups in 2 locations and improved female urban migrants’ financial inclusion by increasing their access to savings and loans. While it took time for the targeted groups to build their trust within the group and with the model, hence, the process of forming VSLA group only happened near the end of the project; they have all acknowledged that VSLA is an effective tool for financial management.
Thirdly, the project has created useful platform and increased opportunities for female urban migrants’ to come together to discuss issues that collectively affect them and raise their voice, not only through the training sessions but also with the VSLA meeting, which will continue to be held monthly. Many participants who were not used to speak up have shown remarkable changes with their newly equipped skills. CARE Rapid Gender Analysis on Power and Participation (RGA-P) Kassala Sudan

This Rapid Gender Analysis on Power and Participation (RGA-P) was carried out to understand women’s participation in both formal and informal structures, and the barriers to and opportunities for supporting women’s meaningful participation and leadership during the health and WASH protracted crisis in Kassala State. This RGA P was conducted in Kassala, a state in East Sudan, which borders Ethiopia and Eritrea and has a population of 2,8 million with a population of 1,271,780 below the age of 18. Annually, Kassala state is affected by natural crisis, floods, droughts and subsequent desertification, as well as man-made crisis. Refugees from Tigray and Eritrea settled in Kassala, making the state susceptible to higher rates of trafficking, smuggling and violence. Kassala state is one of the states with the country’s worst social indicators on malnutrition. Women and adolescent girls are exposed to high rates of female genital mutilation (FGM), high risk of kidnapping and high rates of child early marriage; with FGM and gender based violence (including FGM and early child marriange) all normalized within society. The prevalence of FGM in Kassala is at 40 % and children as young as six years are being engaged to be married.
As part of the RGAP, a training was conducted with staff and partner staff on Women Lead in Emergencies (WLiE). The training helped staff to appreciate the approach as well as the methodology. Following the training, a team of sixteen staff members (15 female and 1 male) participated in the primary data collection in three villages. Focus group discussions (FGDs) were conducted with groups of women and men. Key informant interviews (KIIs) were held with women leaders, community leaders, government officials as well as one of the agencies that has been implementing in the area. Secondary data collection was also done to triangulate and validate findings.
Women in the three villages visited have limited decision making power and voice, both within the home and in public spaces. Some of the barriers to participation cited by women included lack of education, harmful social norms and practices that limit women and girls’ mobility and participation in public, and limited access and control over resources.
In the three villages where this RGA P focused, Wad Eissa, Shalataib, and Wad Bau villages, findings indicated there are no women participating in the key local level governance structure, referred to as the Popular Committee. Men occupy all the leadership positions and where women’s names were included in the membership list, it was often tokenistic without the women’s own awareness of their role. Apart from the popular committee, there is a community level “father’s group” that supports education in Wad Bau, there were no other visible formal or informal decision-making structures.
Only one active women’s group was identified in Wad Elisa, but no other women’s groups or associations were identified in the rest of the three villages. The group in Wad Eisa had been formed as a result of interventions lead by a German NGO, Welthungerhilfe (WHH), in the area. The other villages had had limited interactions with outside organizations both national, international and even the government.
The entry points to enhancing women’s participation and leadership during the health and WASH protracted crisis in Kassala State can be through the engagement of the traditional and trained midwives, the female teachers, and the mothers’ groups. CARE under the health and nutrition project are looking to form mothers and fathers’ group. This will help bring women together and create safe spaces for women to work together. In the three villages, there are trained midwives, and in Wad Bau there are three female teachers. These women already have the respect and support of the women, and these women can conduct awareness sessions and facilitate discussions with groups of women, regarding their concerns and how they can come together and take the lead in addressing issues that affect them. As teachers are often from outside the village and stay only for a few months at a time, this can be an effective starting point for engaging women but a more sustainable approach will need to be considered as well. Through the father’s groups, men and boys can be engaged, to mitigate GBV risks, that could emerge, due to women’s participation in decision making regarding different community issues. According to one of the male leaders, men have been resistant of women participating in decision making platforms, and social norms are not open to women speaking in front of men.

Nutrition at the Center Homegrown Project (N@C:H)

Rates of under nutrition among women and children are among the highest in the world. Malnutrition is highly associated with avoidable mortality and morbidity. Improvement of maternal health, reduction of child mortality and eradication of extreme poverty and hunger received high attention in the Millennium Development Goals. The government, NGOs and development partners have come up with innovative ideas and intervention programs to address these issues. Nutrition at the Center (N@C) in collaboration with CARE Bangladesh implemented a program in two under-served upazilas under Sunamganj district, Bangladesh to address malnutrition as well as food security, improved water and sanitation practices, Infant and Young Child Feeding (IYCF) and women autonomy and empowerment in terms of their role in household decision making and attitude towards gender violence. PROMOTING SOLAR POWERED ENERGY EFFICIENT STOVES IN KYANGWALI REFUGEE SETTLEMENT PROJECT (PROSPERS)

This report presents the results of the baseline survey on the project “Promoting Solar Powered Energy Efficient Stoves in Kyangwali Refugee Settlement”. Kyangwali settlement is one of the eleven (11)1 refugee settlements in Uganda with a population of over 12,780 refugees who mainly come from DRC (118,390 refugees); South Sudan (3,383 refugees); Rwanda (1,124 refugees); Burundi (107 refugees); Kenya (11 refugees); Somali (7 refugees) and Sudan (2 refugees) (UNHCR, 2020). It is located in Kikuube district in Western Uganda bordered by DRC in the West, Hoima district in the North and Kagadi in the South.
This innovative clean energy project is being implemented by CARE International in Uganda in partnership with African Clean Energy (ACE) and Kabarole Research and Resource Centre (KRC) and is supported by the Dutch Relief Alliance Innovation Fund. It aims at improving the accessibility of quality and affordable clean energy solutions to refugees (particularly women) in the Kyangwali refugee settlement. The project’s innovative package includes two complementary programs namely; a) The User Referral Bonus (URB) model whereby the ACE package (ACE one stove + smart phone + solar powered lamp) will be made affordable to refugees in Kyangwali settlement and host communities, by allowing for payment in installments and also enabling URB participants to earn waivers on their monthly instalments through recommendation of peers; and b) Briquetting program whereby the first ten groups (farming cooperatives/VSLAs) which enroll at least half of their members into the URB will be supported with knowledge and equipment for clean, biomass briquette production, and also empowered to set up their own briquetting businesses. Beyond Economic Empowerment The Influence of Savings Groups on Women’s Public Participation in Fragile and (post) Conflict-Affected Settings

Promoting women’s meaningful participation and influence in governance processes in fragile and (post) conflict-affected settings (FCAS) is necessary to achieve inclusive development. Existing evidence suggests that by economically empowering women, they will be able to better participate in public decision-making processes. One such mechanism for women’s economic empowerment in Sudan is through Village Savings and Loans Associations (VSLA), which are savings groups that offer women a space to come together to save money, take out small loans, and make investment decisions.
The mixed methods study conducted in seven villages across three states (East Darfur, South Darfur, and South Kordofan) sought to answer the research question “To what extent does women’s participation in savings groups affect their public participation in governance or decision-making processes?” Additionally, this study investigated the differences between women who participated in VSLAs under the Every Voice Counts (EVC) and Latter Day Saints Charities (LDS) Recovery Support for Vulnerable Households programmes as well as the differences from participation in different community groups (VSLAs, community advocacy groups, and other community-based organisations). These comparisons helped to offer an explanation of how different programmatic approaches from civil society and different community groups did or did not affect women members’ public participation.
Through the findings of this study, it can be concluded that indeed women’s participation in savings groups (VSLAs) affects their public participation in community governance structures and decision-making. The extent, though, is dependent on a variety of factors including the gender composition of the VSLA, the support of family and community members, the support and resources contributed by programmes and partners, social norms and exclusionary practices within the communities, and the will of the women members themselves.
