Regional project FAIR III “ For Active Inclusion & Rights of Roma Women in the Western Balkans III”

This intervention builds on extensive CARE’s expertise and experience in facilitating process related to women’s empowerment and gender equality across the globe and in the Balkan region. It also intends to scale up approaches and models that have proven successful over the last six years of the FAIR projects’ implementation (FAIR and FAIR II). The project seeks to empower Roma women and girls to be free and able to exercise their rights to live a healthy, dignified life free from violence, inequality and discrimination with support from their partners, families and communities in Bosnia and Herzegovina, Serbia and Montenegro. This will be accomplished through four output level results that need to be met for the longer-term changes to happen, they are inter-connected and mutually reinforcing since only in that way the outcome can be accomplished.

The first one (Output 1) refers to the enhanced capacities of Roma CSOs, youth and key community actors to practice and promote gender equitable, healthy and non-violent lifestyle with help of tested models and approaches. Under the second expected result (Output 2) Improved access to and provision of services for Roma, Egyptian (RE) women and girls (in particular on SRMH, GBV and Education) will be ensured through strengthening of the Roma CSOs and the existing participatory accountability community mechanisms. Output 3will enable three national-level Roma women networks to be active and contribute to the effective functioning of the regional Roma Women Balkans Network and its enhanced efforts towards Post 2020 EU Roma Integration Agenda. In the last expected result (Output 4), Roma women and girls, CSOs and Networks are part of the regional and global social movement initiatives promoting and advocating for gender equality and (minority) women’s rights. The project will directly target 26,150 people in total –aiming at 85% Roma and over 60% women and girls. Data collection under this project will be disaggregated by sex, age and ethnicity, whenever possible. Over20,000 people are expected to be reached in the three target countries through a series of promotional activities. Enhancing Social Protection by Empowering CSOs in Bosnia and Herzegovina

This report is the summary of the findings and recommendations by the team of the evaluators (Zlatko Sarić and Mirna Dabić Davidović) within the evaluation of the project “Enhancing Social Protection by Empowering CSOs in Bosnia and Herzegovina. “The main purpose of the evaluation is to capture findings of the process and make recommendations for potential future programmatic engagement in similar actions. The evaluation was carried out in the period October-December 2020.
The project implementation period is from May 2018 until December 2020 and it was carried out in different geographical areas across Bosnia and Herzegovina. Addressing Gender-Based Sexual Harassment in the Workplace in Vietnam and Cambodia

Purpose: This final evaluation aims to build an impact assessment of the sexual harassment prevention (SHP) package in the targeted suppliers of Primark in Vietnam. In particular, the final evaluation aims to assess the appropriateness and the effectiveness of interventions of the SHP package and review the possibility and lesson learnt to scale up the SHP intervention to other suppliers of Primark in Vietnam.

Methods: The study employed a mix of qualitative and quantitative methods. Regarding qualitative methods, the study organised and collected information from 2 focus group discussions (FGD) with the Sexual Harassment Committee (SHPC) members, 6 in-depth-Interview with leaders and workers, the four most significant change stories and a program reflection workshop. The quantitative method was a survey with a sample of 196 employees working in the targeted factories. [76 pages]

Main findings: The intervention package of the project had 3 major domains of activities which included training and advocacy to leaders and managers of the factories participating in the project on SHP, supporting the factories to develop and implement SHP mechanisms, and awareness-raising and behaviour change campaigns. The project’s activities that focus on training and advocacy for the targeted factories’ leaders and managers had promoted them to proactively participate in address sexual harassment in their factories. The factory management board had publicly shown their commitment to implement the established SH prevention policies and actively participating in implementing all the project activities and creating role models at the forefront of good practice performance. Also, the findings of this evaluation show significant improvements in behaviours and the capacities of SHPC members and resource persons regarding implementing SHP activities and SH case handling. Gendered Violence Research Network: Enhancing Women’s Voice to STOP Sexual Harassment Final Evaluation – Vietnam

CARE Australia, through its partner CARE Country Offices (COs), has been working to prevent and address the issue of sexual harassment in mainland Southeast Asia’s garment sector since 2017. STOP is funded by CARE Australia and the Australian Government through the Department of Foreign Affairs and Trade’s Australian NGO Cooperation Program (ANCP) and the Gender Action Platform (GAP).

STOP is aligned with CARE International’s organisational remit of working in gender transformative ways to cultivate gender equality and justice and uses an adapted version of the World Health Organisation’s ‘socio-ecological model of violence prevention.

STOP’s key objectives can be summarised as follows:
1. To support garment factories in developing effective workplace mechanisms to respond to sexual harassment.
2. To make female garment factory workers feel safe enough to report sexual harassment, and through engagement with garment factories, enable them to do so without negative consequences.
3. To strengthen the national regulatory environment to promote laws, policies and mechanisms to address sexual harassment in the workplace. STOP works with participating factories to implement STOP’s Workplace Sexual Harassment Prevention Package (WSHPP) to create workplaces where female workers feel safe and experience less sexual harassment. ENDLINE EVALUATION COVER PAGE Adolescent Empowerment Project (AEP) IN KAJIADO & MUKURU

CARE implemented the Adolescent Empowerment Project (AEP) in Kenya, funded through the Patsy Collins Trust Fund Initiative from 2015 to 2020. The project aimed to empower adolescent girls and boys from chronically insecure households to fully exploit their potential, take advantage of opportunities, and fulfil their aspirations. Over a 5-year implementation period, the project targeted adolescents (aged 10-19) in urban Mukuru (within Nairobi county) and rural Kajiado county with a suite of activities and services delivered through partners Hope Worldwide Kenya (HWWK) and Neighbors Initiative Alliance (NIA). Inputs were designed to expand life choices and empower participants to become engaged citizens and include activities on leadership skills development, adolescent sexual and reproductive health (ARSH), economic empowerment, ICT skills, and quality education.

Supporting Meaningful Civic Engagement for Improved Accountability by Leveraging Digital Technologies Baseline Assessment

The baseline assessment for the “Supporting meaningful civic engagement for improved accountability by leveraging digital technologies” project was conducted to develop values for baseline indicators and provide evidence with regards to the degree of satisfaction and level of dialogue target beneficiary groups have with public service providers. Data from this baseline assessment will enable comparisons between start, during the course of the project and at the end of project. Donor for this project is the European Union via European Instrument for Democracy and Human Rights (EIDHR).
The overall objective for this Action is to develop effective, accountable and transparent institutions at all levels and ensure public access to information and fundamental freedoms. The overall objectives will be achieved through activities, which empower young ethnic minority community citizens to demand the government for more participatory, transparent, responsive and accountability in leveraging digital technologies. Cette étude dont l’objectif était de déterminer la situation actuelle des ménages producteurs de cacao dans les treize (13) nouvelles communautés sélectionnées du Projet PROSPER II sur les quatre (04) axes d’intervention du projet : (i) la gouvernance communautaire ; (ii) l’inclusion financière et des compétences entrepreneuriales des femmes ; (iii) la diversification des sources de revenus des ménages agricoles incluant la nutriton ; (iv) les solutions alternatives communautaires au travail des enfants ; afin que puissent être mesurés les changements qui interviendront après les trois (03) prochaines années de mise en œuvre, en utilisant la même approche, a démontré que la situation actuelle desdits ménages n’est guère réluisante. CARE Mali Harande FY20 Participants Based Survey PaBS Annual Report

Harande program, implemented the annual monitoring survey through the M&E Unit and Program team supported by the CARE USA Regional M&E Advisor. The methodology is based on the Participants Based Survey (PaBS survey) guidelines expressed in Feed the Future PABS guideline1. It has been conducted using the latest BHA participants-based survey methodology guidance. All fourteen (14) annual survey indicators have been computed using weighting procedures. Except for, gross margin, value of incremental and yield indicators that used more complex formulas, standard errors and confidence intervals have been established for the remaining indicators. FY20 Data collection has been made during the period of July 15 - 29, 2020 and methodology comply with the PaBS FtF guideline as recommended by BHA. The PaBS have been implemented in the following four (4) communes: Dourou, Dandoli, Douentza and Koubewel Koundia, and a total of 48 villages have been reached through these communes for data collection.

A total of 1,733 participants have been sampled for this PaBS. Within them 11% refused the survey and 72% were female. That bring the total participant who responded to the survey in all the frames without double counting to 1,529. Participants who overlap between frames during the survey were counted once. It appears that 28% of participants were youth. Out of a total of 1,529 interviewed respondents 1,265 come from households and 18% of them were household heads. Empowering Sri Lanka’s Tea Plantation Communities Final Evaluation

In May 2017 Chrysalis in partnership with CARE International UK began implementing the Empowering Sri Lanka’s Tea Plantation Communities Project funded by Twinning’s adopting Community Development Forums (CDFs) pioneered by CARE International Sri Lanka. These platforms seek to enhance worker-management relationships so to achieve social and commercial benefits in 7 tea estates in Sri Lanka by May 2019. Since inception the project has reached over 3,500 tea estate workers living in estates operated by three plantation companies with the help of the CDFs, while indirectly providing benefits to over 16,000 worker family members. At its core CDFs seek to transform relationships between management and estate workers, while also providing the estate community with a platform through which to directly influence and shape their development priorities and solutions. Further it serves to help link the community with a host of service providers and socioeconomic opportunities. Undertaken in July and August 2019 the overall objective of the end of project evaluation was to assess the degree to which the project had achieved its intermediate and the final goal and to develop key lessons so to enhance future programming in the sector. The evaluation used a contribution analysis, and a mixed method approach to collect data (e.g. household surveys, focus group discussions, key informant and structured interviews). Data was collected from 7 participating estates operated by 3 companies: Bogawanthalawa Plantations (Bogawana Estate, Kotiyagala Estate, Lethenty Estate and Fetteresso Estate), Malwatte Valley Plantations (Uva Highlands) and Agarapathana (Nayabedde Estate and Dambetenna Estate). Using the proportionate random sampling technique 241 respondents were selected for household surveys, 12 managers were interviewed using structured interviews and 7 focus group discussions were held consisting of 86 representatives from the 7 CDFs. This current study was proposed to garner further analysis on the current situation across the five States in Darfur, to better understand the level of women’s meaningful participation and leadership in peace building mechanisms. The research questions focused on the four key areas of CARE International Sudan’s framework for gender equality: advance her human capital; avail the space; engage men and boys; and create an enabling environment.
